POSITION: Kingston District Manager, Major
LOCATION: 737 Arlington Place Park, Kingston Ontario
HOURS OF WORK:
- Full-Time
- Monday to Friday 0800 to 1600
- Unscheduled call-ins may be required due to emergencies

RATE OF PAY: $55 000 – $65 000– salary based on experience and qualifications of hired individual in a not-for-profit environment.

JOB SUMMARY: The District Manager interacts with clients, site supervisors and Commissionaires to direct all district level operations. The manager is the primary authority for administering every district site/contract. The manager is the primary authority for all district personnel within the confines the Kingston area. The manager has a responsibility to ensure all employees (all sites) are employed in accordance with ESA standards. Additionally, the manager is the primary administrative authority (all employees/all sites) providing policy interpretation, direction, assistance, and direct support to the completion of all administrative functions including, but not limited to, scheduling, personnel administration, assessments, progressive discipline, WSCFs, WSIB reporting, and processing leave requests.
This role requires on-site presence and is not compatible with remote work or prolonged absences from the office.
EXPERIENCE:
- Previous supervisory experience
- Customer service experience
- Knowledge of ISO requirements
- Office and computer experience
- Experience working with unions, including handling grievances and interpreting collective agreements
QUALIFICATIONS:
- G license
- Must have a valid Ontario security license, or ability to obtain one.
- Able to obtain and maintain a reliability clearance
- Would be considered an asset: post-secondary diploma/degree in business administration or equivalent experiences

REQUIRED SECURITY CLEARANCE:
Level II – Secret (requires 10 years minimum Canadian residency)
RESPONSIBILITIES:
- Must organize and participate in career events along with Human Resources and/or Enrollments personnel.
- Must coordinate the necessary operational requirements to meet and maintain the Company’s obligations for existing/established contracted security sites in the Kingston District
- Must direct, communicate and interact with the members of the Regional Office and site staff, in a courteous, professional, and businesslike manner.
- Must manage the hiring and development of Commissionaires, as required, fulfilling the staffing requirements of all contracts. Initiate progressive discipline as required.
- Must be responsible for and to manage the Spares’ list in the district, and to maintain a list of trained and competent Commissionaires sufficient to respond to new contracts and short-term surge requirements.
- Must coordinate the implementation of new contracts, including staffing requirements, and develop on-site operating procedures.
- Must contact clients on a regular basis to ensure continued satisfaction with the services provided. Update the clients on new services available and to respond to any concerns or requests for additional services. Visit clients on a regular basis to ensure that the services delivered are satisfactory. Receive client concerns, develop, and implement improvement strategies. Update clients on services available.
- Must initiate new business opportunities, either temporary or permanent, by following up on referrals and local tenders and contacting potential clients directly.
- Must create and submit quotes for service for temporary contracts and provide input on any proposals prepared at the Regional Office regarding the availability of Commissionaires, salary requirements, local information etc.
- Must conduct Site Supervisor meetings in the District Office, as required, updating supervisors on any legislative, operational, financial, or human resource changes.
- Must ensure all Commissionaires working in the district are always in possession of a valid Provincial Security Guard license and current “First Aid” qualifications.
- Must assist the Regional Office with union matters and receive, assess, and respond to union grievances and inform DOps and DHR of the outcome.
- Must resolve staffing or contract problems in conjunction with Regional Office.
- Must schedule, train, manage, mentor, and assess the performance of the District Office staff, where applicable. Must be knowledgeable with scheduling software and be able to complete scheduling in the absence of the Scheduler and/or District Supervisor. Review Overtime Reports and create solutions where needed and make arrangements for lone worker call ins.
- Must observe Site Supervisor performance on a regular basis and conduct performance evaluations of the Site Supervisors and present Award Presentations to Guards and Supervisors and conduct site deliveries as needed.
- Must observe Site Supervisor performance, provide coaching and mentor where necessary to improve, and complete annual performance assessments for Site Supervisors and un-supervised guards. Must present service awards to guards and supervisors where relevant. May be required to deliver other items including clothing to sites.
- Must inform Regional Office of any ISO non-compliance issues in the district as well as submitting weekly Operations Report and to Director of Operations
- Must maintain credit card records/receipts and submit receipts to the financial department upon purchase.
- Must coordinate with the KDS to ensure all WSCFs are completed and sent to Human Resources and WSIB forms are completed and sent to Human Resources.
- Must assist guards with their security guard license renewals online to expedite the renewal process and submitting Security guard license renewals and receipts for guards for reimbursement. Submitting first aid certificates and receipts for unassigned spare guards for reimbursement.
- Must ensure that accurate reports of current operations are sent to the Director of Operations or delegate on a weekly basis or as required / requested by Dops
- Must share responsibility with the Kingston District Supervisor for on-call duties and any emergent after business hours calls and communicate which District staff member is on call with site supervisors.
- Must participate in any and all internal training and continuing education deemed necessary by the Director of Operations and / or delegate.
- Must perform other duties as assigned by Director of Operations, or delegate.
- Must take on the responsibilities of Scheduler and/or District Administrative Supervisor in their absence including but not limited to scheduling, payroll, administrative functions, and more.
