Regional Manager – Major Projects Management

About The Role
Reporting to regional leadership for projects and capital investments, you are responsible for the governance, strategic direction, and delivery of a portfolio of major industrial projects.
You ensure disciplined execution by balancing EHS, costs, schedules, quality, and value creation, while harmonizing practices across sites and contributing to the evolution of the major projects program.
Key Responsibilities
Project Strategy and Governance
Define and deploy execution models (EPC, EPCM, multi-package), governance frameworks, and organizational structures Lead strategic decision-making (including FID) and challenge business cases Prepare and present executive reviews (status, risks, trade-offs, impacts)
Multi-Site Portfolio Leadership
Lead and engage multidisciplinary project teams across multiple sites (Quebec / U.S.) Ensure consistency of practices and foster best practice sharing Align priorities and performance across sites
Overall Performance and Risk Management
Ensure overall performance (EHS, cost, schedule, quality) Embed EHS requirements in all decisions Ensure compliance with internal and external standards (quality, regulatory) Lead risks, issues, and change management with robust mitigation strategies
Stakeholder and Supplier Management
Manage relationships with internal teams (operations, maintenance, finance, procurement) Oversee external partners (EPC/EPCM, contractors) Supervise contract performance, changes, and claims management Ensure rigorous integration and tracking of vendor deliverables
Execution Excellence
Validate the robustness of execution plans (PEPs), schedules, estimates, and construction plans Ensure constructability, commissioning, and operational readiness Manage complex interfaces and inter-project dependencies Resolve resource conflicts and competing priorities
Close-Out and Continuous Improvement
Oversee structured project close-out Capture lessons learned and strengthen organizational standards Contribute to the maturity and continuous improvement of the major projects program
What You Bring
Education
Bachelor’s degree in Engineering or a related field MBA or Master’s degree (asset) Project and risk management certifications (PMP, PMI-RMP or equivalent) (asset)
Experience
12–20 years of experience managing major industrial capital projects (multi-million CAPEX) Experience with EPC/EPCM projects in complex, high-risk environments Proven experience in multi-site leadership, including geographically distributed teams and projects Experience in cross-border environments (Canada / United States) Demonstrated experience in executive governance, strategic decision-making (FID), and contract management
Technical and Operational Expertise
Strong knowledge of execution models (EPC, EPCM, multi-package) Deep expertise in integrated planning and project controls (cost, schedule, risk) Solid understanding of heavy industrial environments, including: EHS and regulatory requirements Quality and compliance (internal and external standards) Constructability, commissioning, and operational readiness Ability to challenge and optimize business cases and secure value creation throughout the project lifecycle Expertise in contract, supplier, change, and claims management, including tracking of critical deliverables
Leadership and Influence
Recognized executive leadership and strong credibility Ability to influence senior stakeholders and align diverging interests Excellent communication, negotiation, and conflict resolution skills Strong strategic judgment and ability to make decisions in complex, high-pressure environments Results-driven with an exemplary safety mindset
Additional Key Assets
Proficiency in both French and English is required due to the nature of the role, particularly for interactions with stakeholders who do not speak French in a North American context Willingness to travel frequently between sites in Quebec and the United States Experience managing large-scale project portfolios and complex interfaces concurrently Ability to operate effectively in a highly visible, matrixed organization
