Position Details
Office of the Chief Information Officer - Executive Council
Reporting to the Director of Technology Advancement, Infrastructure & Security Operations Branch, the IT Change & Process Optimization Lead will lead enterprise-wide initiatives to enhance operational efficiency, manage organizational change, and support continuous improvement across OCIO’s Infrastructure & Security programs. This role is pivotal in aligning people, processes, and technology to deliver strategic outcomes and foster a culture of innovation and adaptability.
Key Responsibilities:

Lead the day-to-day operations of the IT Change Management function.

Oversee the change request lifecycle, including assessment, approval, scheduling, and post-implementation review.

Lead the development and execution of change management strategies for major IT and business transformation initiatives.

Facilitate process improvement projects using Lean, Six Sigma, or similar methodologies to optimize workflows and reduce inefficiencies.

Collaborate with cross-functional teams to assess current practices, identify gaps, and implement sustainable improvements.

Serve as the liaison between project teams, leadership, and stakeholders to ensure alignment and communication.

Develop and deliver training, communications, and engagement plans to support change adoption.

Monitor and report on key performance indicators (KPIs) related to change readiness and process outcomes.

Represent the OCIO at Change Advisory Board (CAB) meetings and oversee the Request for Change (RFC) lifecycle

Support impact assessments and risk analysis for proposed changes.
In summary the Technical Change Operations Lead plays a pivotal role in driving effective change management and process improvement across IT and business transformation initiatives.
Screening Criteria
- Completion of a post-secondary degree or diploma in Computer Science, Information Technology or Business (equivalencies may also be considered).
- Certification in Change Management (e.g., Prosci, CCMP) and/or Process Improvement (e.g., Lean Six Sigma Green/Black Belt).
- Experience with process mapping tools (e.g., Visio, Lucidchart).
- Experience working with multiple stakeholder groups.
- Experience with leading strategic initiatives with resilient-by-design principles.
Assessment Criteria
- Knowledge and experience in IT change management within complex environments.
- Proven ability to lead process redesign and measuring ROI of initiatives.
- Ability to use Lean, Six Sigma, or similar methodologies.
- Ability to analyze workflows, identify inefficiencies, and implement improvements.
- Ability to lead technical teams to successfully achieve identified goals/objectives
- Ability to work independently and function collaboratively within a team-based environment
- Ability to effectively exchange information (including both verbal and written)
- Client service orientation
