The main purpose of this position is to support the Premier, Executive Council and the Clerk of the Executive Council by managing the process for leading the planning of on and off-site Cabinet Meetings and preparation of weekly Executive Council Agenda and distribution of Council decisions.
This is done by overseeing the Records Secretary (responsible for preparation of the agenda and decision documents and for filing and storing cabinet documents), preparing orders-in-council and true originals for signature, and preparing documentation for the Royal Gazette.
The position also involves professional and administrative work, and is responsible for reviewing and providing direction on Executive Council memorandums concerning Acts, proclamations, regulations appointments, changes in government, ministerial and deputy shuffles, and land transactions. This position also oversees and provides direction and guidance on all submissions that result from enactment of the Executive Council Act.
The incumbent is expected to carry out the duties and responsibilities of this position in a managerial capacity with minimal direction and in an efficient and professional manner.
Duties will include but are not limited to:

Preparing Orders-in-Council (OIC) and related documents for the Clerk’s signature. OICs are used to exercise power delegated to the Lieutenant Governor in Council by statute or regulation, allowing certain routine or essential decisions to be made public without returning to the Legislative Assembly for authority. They are prepared prior to the Executive Council meeting and finalized once Council’s intentions are known.

Consulting with departmental staff to verify information provided via their Memorandum to Council and to obtain additional information as necessary; reviewing resource materials, applicable legislation, precedents, and file material.

Consulting with Legal Services and/or Treasury Board staff when appropriate. Orders-in-Council are legal documents that affect the public in various ways.

Analyzing cabinet submissions, researching past submissions, and advising the Clerk of any issues or discrepancies not identified by the department, then providing clear direction to departmental contacts on required changes.

Producing and managing the creation of Orders requires research skills, knowledge of provincial legislation, familiarity with government decision-making authorities and procedures, and effective working relationships across government.

Providing quality review of OICs to ensure accuracy before they are posted online for public access.

Leading the preparation for on- and off-site Cabinet Meetings and the development of the weekly Executive Council Agenda.

Participating in and assisting with conferences and events sponsored by the Executive Council Office (e.g., Royal Visits, Annual Premiers Conferences).

Preparing and obtaining sign-off from the Clerk and Lieutenant Governor on transmittal letters for Estimates of Expenditure and Supplementary Estimates of Expenditure; ensuring approval is provided to Legislative Counsel’s office for printing the corresponding Appropriation Act and that transmittals are delivered to the Legislative Assembly in a timely manner.
Minimum Qualifications:
- University degree in a related field such as Public Policy, Political Studies, Law or Business Administration or college diploma in a related field such as Paralegal, Legal Secretary, Business Administration or Executive Administration.
- Demonstrated equivalencies may be considered
- Extensive knowledge of current PEI Legislation and regulations.
- Extensive government experience.
- Strong writing, analytical and reading comprehension skills.
- Ability to handle inquiries in an appropriate manner, especially in terms of maintaining confidentiality.
- Ability to produce a quality product in an independent and timely manner under pressure and to simultaneously manage multiple tasks.
- Knowledge of Microsoft Word.
