Department Information

The Department of Finance has the mandate to provide leadership and direction to the public service in all areas of finance, human resource management and information management and technology. This mandate includes negotiating major financial arrangements with the federal government, providing analysis and advice to the Financial Management Board, and ensuring that financial and information resources are managed effectively, efficiently and economically. This mandate also includes the recruitment and retention of a competent public service that is representative of the people it serves and the development of programs and services that effectively serve the human resource needs of the public service.

Job Information

As Director of the Technology Service Centre, you'll guide a skilled, dedicated team that keeps the Government of the Northwest Territories (GNWT) connected and secure. From client service and the service desk, to networks, servers, storage, telecom, and mobility, your leadership will help ensure reliable, secure communications for government in every NWT community ' and beyond. You'll also oversee the hosting and support of critical government applications that keep essential services running across the territory.

Reporting to the Assistant Deputy Minister/Government Chief Information Officer, you'll play a key role in shaping GNWT- wide IT services. This means setting the strategy for IT infrastructure and operations, making sure operations run smoothly, and working with senior leaders to align GNWT core technology infrastructure investments with the GNWT's most important priorities.

Key Responsibilities:

  • Strategic Leadership: Drive technology planning, infrastructure evolution, and IT service excellence to meet GNWT business needs.
  • Client Service Excellence: Foster a service-oriented culture across the division, ensuring proactive communication and responsiveness to client feedback.
  • Risk, Security, and Continuity Management: Maintain robust security operations, business continuity, and privacy measures for critical services including 911, medical response, citizen portals and more.
  • Process and Standards: Champion frameworks-based best practices for consistent, effective operations, such as ITIL and ITSM.
  • Financial and Operational Oversight: Manage budgets, contracts, and vendor relationships to maximize business value.
  • Team Leadership: Mentor and motivate managers and staff, promoting diversity, inclusion, and professional growth.

Key Qualifications:

  • A relevant degree and eight (8) years of proven, progressive, and directly related technical experience including at least 3 years managing staff and resources, and leading diverse teams in various fields of information technology and information systems.

Equivalencies:

  • A diploma in information technology, computer science, or a related field plus 10-12 years of progressively responsible technical experience, including 3+ years in management or team leadership roles.
  • Completion of recognized industry certifications (e.g., ITIL, PMP, Cisco, Microsoft, CompTIA, cloud platform certifications) combined with substantial hands-on experience in IT operations, infrastructure, and service delivery.
  • Extensive practical experience (12+ years) in information technology and information systems without a formal degree, but with a strong record of leading staff, managing budgets, and delivering enterprise-level technology projects.
  • A blend of post-secondary coursework in IT or management, significant leadership experience, and demonstrated success overseeing complex technical environments in government, corporate, or large organizational settings.
