About the role

We are hiring a Senior Project Manager/Leader with 10+ years of experience leading complex government or enterprise projects, strong knowledge of PMBOK, Information Management, and AODA, and proven ability to manage large budgets, cross-functional teams, and Agile/Digital delivery approaches. This role is hybrid at 40 St Clair Ave W, Toronto, Ontario, with an estimated start of June 15, 2026, end date of March 31, 2027 (211 business days), and a probable extension after the initial mandate. No security clearance is required.

Must Haves

10+ years of experience in project management/leadership. Knowledge and understanding of: Project Management Institute’s Project Management Body of Knowledge (PMBOK) Information Management principles, concepts, policies, and practices Accessibility for Ontarians with Disability Act (AODA) and related regulations/standards Ability to make recommendations on the acquisition of: Software Hardware Technology resources Experience managing and coordinating project monitoring: Anticipates and troubleshoots issues Provides ongoing expertise Resolves problems Provides project effectiveness Ability to identify conflict between project and functional areas and develop responses to successfully address conflict. The Senior Project Manager/Leader will ensure that project deliverables meet clients’ business requirements on time, scope, and budget, with a focus on:

Cost-effectiveness Efficiencies Compliance with OPS project management methodologies and frameworks

Key Responsibilities Include

Communicating effectively, diplomatically, and tactfully with multiple stakeholders and Ministry branches. Facilitating business process change using a methodical approach, methods, and techniques for both the project and Ministry’s success. Planning and leading project deliverables using Agile and Digital approaches.

General Skills & Responsibilities

Lead: Organizational development Strategy development Business planning Ministry funding requests Gather and develop requirements to create and maintain a detailed project schedule and/or integrated plan. Monitor and forecast project costs and provide reporting/input to ensure targets are met. Develop and manage: Project schedules Deliverables Scope Promote I&IT project management best practices and adherence to standard methodologies. Direct project teams to ensure deliverables are: Delivered on time Aligned with government and ministry standards Coordinate and monitor project processes; develop and communicate: Guidelines Procedures Source, select, and onboard team members across disciplines: Clarify roles and responsibilities Set task/deliverable/performance expectations for: OPS unionized employees Fee-for-service (FFS) consultants Resolve resourcing and interpersonal conflicts; negotiate changes to resourcing; ensure knowledge sharing among team members so that project objectives and deliverables are met. Develop complex project budgets based on: Multiple funding channels Cross-ministry dependencies Effectively manage large project budgets with high fiscal control and accountability, including: Estimates Forecasts Reconciliation/confirmation of actuals Proactively identify potential risk events and issues before they occur so that proper mitigating strategies can be developed. Articulate and prioritize issues and risks at senior executive levels and recommend mitigation strategies for decision-makers. Establish and participate in: Steering committees Stakeholder forums Provide project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels. Use appropriate strategies and actions to: Overcome resistance to change Capitalize on forces in support of change during all stages of projects: concept, definition, planning, implementation, and close-out. Promote OPS I&IT standards and best practices for project management to facilitate: Control of system quality Adherence to standard methodology Control of the use of I&IT resources Desirable Skills
