Job Summary: In accordance with the Mission, Vision and Values, and strategic directions of PHSA safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA. As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position. Reporting to the Lead, Business Applications and Data Management, the Quality Assurance (QA) Application Lead leads the development, sustainment and upgrades of various complex electronic data processing systems applications, tools, electronic forms and other automated collaboration, productivity and tracking solutions which impact several functional areas throughout PHSA. The Lead provides systems support including handheld devices, software development, deployment, configuration, administration, change initiatives, implementation, maintenance, and troubleshooting activities. Duties/Accountabilities: 1. Manages the design and development of handheld solutions to supplement business stream Business Processes through software review, assessment and implementation. 2. Develops consistent methodology for documentation of requirements, analysis, infrastructure planning, design, development, testing, UAT, migration planning, production and post-production support. 3. Implements reporting, audit, tracking, movement, and user-experience in design and delivery 4. Maintains technical documentation on system design and development as well as enhancement schedules 5. Accountable for updating item and contract dictionaries in a timely and efficient manner. 6. Provides recommendations on design and process implementation and ongoing operations for systems to improve operating activities ensuring operational continuity and supporting organizational objectives 7. Develops functional specifications for application platform liaising with IMITS and other health authority departments. 8. Performs other related duties as assigned Qualifications: Education, Training and Experience • Graduation from a recognized degree or diploma in Computer Science, three (3) years’ of recent, related experience or an equivalent combination of education and training. Skills and Abilities • Ability to write programs in a variety of programming languages. • Ability to communicate effectively both verbally and in writing • Ability to deal with others effectively • Ability to organize work • Ability to operate related equipment. • Physical ability to carry out the duties of the position.
