Manager - People Services
Position Summary

Reporting to the Director, People Services, the Manager, People Services provides operational leadership and expert advisory support across core People Services functions and people practices at Orillia Soldiers’ Memorial Hospital. The Manager supports the translation of People Services strategy into consistent, compliant, and people-centred practices that enhance the team member experience and support high-quality patient care.

The Manager applies a practical, systems-informed approach to problem-solving, supporting leaders through effective decision-making, risk awareness, and continuous improvement within a complex healthcare environment. The Manager plays a key role in fostering a respectful, inclusive, and psychologically safe workplace by embedding equity and belonging considerations into people practices, leader support, and decision-making.

Key Responsibilities

People Operations & Advisory Leadership

  • Act as a key People Services resource to leaders, providing expert advice on people plans, workforce structure, employee relations, performance engagement, and people-related risk management.

  • Support the consistent and effective application of policies, collective agreements, and employment legislation in partnership with People Services leadership.

  • Provide coaching to leaders on performance engagement, attendance management, workplace investigations, corrective action, and conflict resolution.

  • Conduct or oversee research related to people practices, workforce trends, and leading practices to inform decision-making and continuous improvement.

  • Partner and be present with leaders to identify and implement practical strategies that positively impact team culture, engagement, and overall performance.

  • Identify emerging workforce or employee relations risks and escalate or collaborate as appropriate to support timely resolution.

Policy, Programs & Continuous Improvement

  • Lead the development, review, implementation, and maintenance of People Services policies, procedures, and frameworks to ensure legislative compliance, quality of work-life, and alignment with organizational values and strategy.

  • Participate in strategic and operational planning processes, identifying priorities and supporting the delivery of People Services initiatives.

  • Lead or support the planning, implementation, and evaluation of People Services programs, projects, and operational initiatives.

  • Monitor, measure, and report on outcomes of People Services initiatives, supporting continuous improvement and program refinement.

  • Support and foster a culture of gratitude through recognition initiatives, events, and feedback that acknowledge contributions and strengthen employee engagement and belonging.

Workforce Planning, Talent & Total Rewards Support

  • Support leaders in workforce planning activities, including staffing levels, vacancy management, succession planning, and organizational design considerations.

  • Provide guidance and support related to talent acquisition, onboarding, total rewards, recognition programs, and role clarity.

  • Ensure job descriptions are current, accurate, and aligned with organizational and regulatory requirements.

Staffing & Scheduling Integration

  • Demonstrate a strong understanding of staffing and scheduling practices in a unionized healthcare environment, including scheduling models, absence management, and collective agreement considerations.

  • Partner with the People Scheduling team to support workforce planning, operational decision-making, and alignment between People Services practices and staffing operations.

  • Support leaders in navigating staffing-related people issues, ensuring consistency, fairness, and compliance with applicable policies and collective agreements.

  • Contribute to the continuous improvement of staffing and scheduling processes through collaboration, data-informed analysis, and quality improvement initiatives.

Leadership, Resource & Financial Management

  • Provide leadership, coaching, and mentorship to assigned People Services team members, fostering accountability, engagement, and professional development to create a high performing team.

  • Coordinate People Services operational calendars and implementation plans to support timely delivery of initiatives and programs.

  • Monitor labour relations–related costs, including grievances and legal matters, and promote fiscally responsible, risk-informed decision-making.

  • Support budget development, monitoring, and workforce-related financial analysis as required.

Collaboration, Communication, Safety & Continuous Quality Improvement

  • Provide communication, education, and training to leaders and staff related to People Services programs, policies, and processes, supporting consistent understanding and application across the organization. Represent People Services on internal committees and working groups as required, contributing to collaboration, alignment, and- d accountability.
  • Participate in patient safety, workplace safety, and quality initiatives, taking action to address unsafe conditions and support a healthy, psychologically safe work environment.
  • Contribute to ongoing continuous quality improvement by identifying opportunities to enhance People Services processes, programs, and service delivery, using data, feedback, and leading practices to support sustainable improvement.
  • Perform other related duties as assigned by the Director, People Services or Senior Leadership.

Qualifications

Education

  • Post secondary degree in Human Resources, Industrial Relations, Business Administration or a related field.
  • Certified Human Resources Professional (CHRP) designation or equivalent required; CHRL preferred.
  • Leadership or management focused education is considered an asset

Experience

  • Minimum seven (7) years of progressive Human Resources experience, including three years in labour relations.
  • Demonstrated experience as an HR generalist across recruitment, employee relations, labour relations, attendance management, compensation, job evaluation, and performance management.
  • Healthcare or broader public sector experience is strongly preferred.

Skills & Traits

  • In depth working knowledge of employment and labour legislation and the ability to apply legislative intent to complex situations.
  • Demonstrated strength in labour relations, negotiation, conflict resolution, and risk based decision making.
  • Experience with job evaluation methodologies, compensation frameworks, and job description development.
  • Strong coaching, facilitation, and change management capabilities.
  • Must be able to meet the physical and emotional responsibilities of the role, including standing and walking for extended periods, frequent and repetitive pushing, pulling, bending, and lifting up to 50 pounds, as well as safely operating equipment.
  • Ability to meet the physical demands of the position, as outlined in the Physical Demands Analysis (PDA).
  • Demonstrates proficiency in written and verbal communication, with strong interpersonal and organizational skills.
  • Provides excellent customer service and contributes positively to teamwork and collaborative working relationships.
  • Effectively prioritizes workload, adapts to changing priorities, and remains composed in fast-paced or stressful environments.
  • Works independently with sound judgment, while remaining flexible to meet departmental and organizational needs.
