The City of Delta is seeking an innovative and strategic Learning & Development Manager to lead the design, implementation, and continuous improvement of leadership, learning, and succession programs across the organization. Reporting to the General Manager, Human Resources, this role is critical in fostering a culture of lifelong learning, inclusivity, and operational excellence in alignment with the City of Delta’s civic values and strategic priorities. The successful candidate will drive organizational growth by equipping staff and leaders at all levels with the knowledge, skills, and capabilities needed to serve the community with integrity, collaboration, and innovation.
##Key Responsibilities:
####Strategic Learning & Organizational Development
- Develop and implement a citywide learning and development strategy aligned with corporate priorities and community service excellence.
- Conduct organizational learning needs assessments and recommend solutions that build individual, team, and organizational capacity.
- Curate and deliver high-quality training programs, workshops, and e-learning initiatives to support employee growth and engagement.
- Oversight of the learning management system.
####Leadership Development & Coaching
- Design and manage leadership development frameworks that support current and future leaders at all levels, including emerging leaders, supervisors, and senior leaders.
- Provide internal coaching and support for leaders, fostering a leadership culture rooted in accountability, equity, and public service.
- Partner with departments to identify and build leadership capabilities necessary for long-term municipal success.
####Succession Planning & Talent Management
- Lead the development of succession planning frameworks that identify critical roles and build talent pipelines to ensure leadership continuity.
- Facilitate talent reviews and career development planning in collaboration with department leaders and Human Resources Advisors.
- Integrate succession planning with performance management, workforce planning, and strategic initiatives.
####Stakeholder Engagement & Reporting
- Act as a trusted advisor to senior leaders and managers on leadership and learning strategies.
- Develop performance metrics and evaluation frameworks to assess program impact and report progress to stakeholders.
- Manage vendor partnerships and contracts related to external training and development services.
####Desired Qualifications & Experience
- Bachelor’s degree in Human Resources, Education, Adult Learning, Organizational Management, Leadership, or related field; Master’s degree is considered an asset.
- Minimum of 5–7 years of progressive experience in learning and development, leadership coaching, or organizational development, ideally in a public sector unionized environment.
- Proven experience in designing and implementing leadership programs, succession plans, and talent development initiatives.
- Certification in coaching (e.g., ICF) or leadership assessment tools (e.g. DISC, Insights) is an asset.
- Knowledge of local government operations, public administration principles, and civic engagement best practices is desirable
####Required Licenses and Certifications
- Valid Class 5 Driver’s Licence for the Province of British Columbia.
The City of Delta provides a competitive salary in the range of $133,572 - $159,288, and an excellent benefits package, including a Defined Benefit Pension Plan with Special Agreement option (Municipal Pension Plan), as well as an earned-days-off system.
