Assistant Vice President, Treasury
DUCA is looking for an Assistant Vice President, Treasury to join our growing team!
Job Purpose & Summary
While leading DUCA’s Treasury function, the AVP, Treasury is responsible for executing strategies and tactics that ensure compliance with current policies while proactively identifying and recommending enhancements that support the company’s growth and evolving business needs. This role requires continuous monitoring and reporting of real-time market dynamics and economic trends to inform decision-making. The AVP, Treasury ensures that balance sheet and liquidity policies remain aligned with the company’s risk appetite and strategic objectives, while also driving the execution of a forward-looking Treasury strategy that supports long-term financial resilience and operational agility.
The AVP, Treasury will help DUCA achieve its strategic objectives by introducing improvements to treasury performance and risk analytics spanning capital, Asset Liability Management (ALM), and liquidity initiatives. With a focus on department wide process and procedure improvements, the AVP, Treasury will lead and support key initiatives and improvement in reporting and communications to internal and external stakeholders including senior management, Board, regulator, rating agencies, and investors.
Key Accountabilities & Duties
- Leads by example: consistently demonstrates DUCA’s values of “Bringing out the best in others”, “Doing what’s right even when it’s difficult”, and “Making what’s possible happen”
- Collaborate with Treasurer to support the development and implementation of the treasury strategy and contribute to the overall development of the department commensurate with DUCA’s growth and evolving complexity. Execute on strategic treasury initiatives as needed including funding strategies, capital optimization initiatives, capital raising initiatives, balance sheet transactions, rating agency presentations, merger and acquisition activities, and financing and securitization
- Monitor relevant market and/or regulatory trends that may impact DUCA and develop solutions or strategies to mitigate potential risks
- Lead and direct Treasury team, ensuring annual and long-term direction is understood and objectives met; create and implement short- and long-term resourcing plans to support DUCA’s ongoing growth and development
- Identify opportunities and lead the analysis and execution of treasury / balance sheet transactions to support the funding, asset-liability management (ALM) of the Credit Union and the generation of economic returns
- Ensure treasury department activities are in compliance with treasury policies, accounting guidelines, governance policies and internal controls
- Within designated limits, manage cash and investment portfolios; oversee cash management banking as well as implementing new bank technologies, products, and services to improve the cash cycle
- Oversee liquidity management by reviewing daily cash flow reports and outstanding borrowings; evaluate and act on investment recommendations from the Liquidity Team to optimize short-term cash deployment and ensure sufficient working capital availability
- Lead short and medium-term cash forecasting process and analysis to ensure visibility, predictability, and access to liquidity
- Facilitate the preparation of the monthly Asset Liability Committee (ALCO) package
- Lead oversight of the third-party vendor responsible for developing DUCA’s interest rate risk model(s); critically evaluate model assumptions, challenge methodologies, and ensure timely documentation of assumption changes within ALCO in response to evolving market conditions and business objectives
- Participate in liquidity discussions with the Executive Leadership Team around leading indicators related to current Liquidity Level per the Liquidity Contingency Plan (LCP)
- Operationalize, improve, and manage the capital and liquidity stress-testing process and prepare the Internal Capital Adequacy Assessment Plan report for the Board and regulator
- Assess and manage the foreign currency risk management program including exposure identification and determination of hedging strategies
- Oversee and manage the securitization program ensuring compliance with policy limits
- Act as key pivot point and relationship management contact with:
- Banks, finance companies, and rating agencies
- Asset/portfolio managers in the management of HQLA and other investment portfolio(s), as appropriate
- Third parties for wholesale and other funding sources.
- Assist the Treasurer with projects and analysis; prepare related business cases and presentations for review by internal and external stakeholders
- Attend ALCO meetings to present and effectively communicate Internal Capital Adequacy Assessment Process (ICAAP) and Internal Liquidity Adequacy Assessment Process (ILAAP) results and analyses.
Occupational Experience & Education Requirements
- Bachelor's degree in Accounting, Economics, Finance, or a related field required
- 8+ years’ progressive experience managing internal treasury functions and teams within the financial services industry including interest rate risk analysis, liquidity management, securitization, and stress-testing
- Minimum 5 years of people management experience with senior level leadership experience preferred
- EMBA or MBA an asset
- Certified Treasury Professional (CTP) designation an asset
- Professional designation (CA, CGA, CMA / CPA, CFA,) an asset
Knowledge, Skills & Attributes
- Seasoned professional with in-depth financial services market and product knowledge
- Advanced skills in capital markets, financial instruments (eg: REPO, swaps, investment analysis, management and decisioning), debt instruments, financial analysis, ALM, balance sheet management, securitization, and accounting
- Strong working knowledge of Bloomberg Terminal, with the ability to navigate and apply its features to support Treasury operations and market monitoring; including using its tools for market analysis, financial data retrieval, and decision support.
- Demonstrated leadership abilities with proven experience in leading, motivating, and developing a high-performance team
- Strategic thinker with strong business acumen to see the big picture and identify emerging risks and opportunities
- Proficiency in Microsoft Office suite with advanced Excel skills
- Highly developed written and verbal communication skills
- Exceptional financial modeling and data driven decision-making skills
- Exceptional organizational skills with the ability to work independently and effectively to meet deadlines
- Ability to prioritize and handle multiple strategic or tactical initiatives concurrently
- Highly analytical and detail-oriented
- Strong interpersonal, negotiation, and relationship management skills
- Ability to identify, assess, and manage risks while meeting business objectives

Salary: The annual salary range for this position starts at $113,128. Actual annual base salaries will vary depending on relevant job-related factors such as experience, knowledge, skills, qualifications, and education/training.
