ABOUT THE POSITION

We are currently looking for one (1) Manager, Program Standards for a permanent full time role.

Reporting to the Director, Program Standards and Assessments, the Manager, Program Standards position will be responsible for building and managing a team of program standards technical experts that is highly responsive to internal and external stakeholder needs, managing development and quality assurance (QA) of Program Standards documentation and assessment tools and managing implementation of program standards.

RESPONSIBILITIES/ACCOUNTABILITIES

Leading and Coaching:

  • Responsible for the performance management of the Program Standards team, sets and promotes understanding of team goals, develops team members to reach their full potential and follows through on performance issues
  • Build and maintain relationships with external and internal stakeholders, and collaborate in developing program standards solutions that meet industry needs.
  • Work with other SkilledTradesBC departments to ensure standards and processes comply with SkilledTradesBC and national policies, guidelines and requirements.
  • Represent SkilledTradesBC on committees as required. Provide technical advice and support on SkilledTradesBC’s program standards and assessment tools to support internal and external stakeholder understanding of pathways and solution development for customers.
  • Oversee the development and maintenance of guidelines, templates, procedures, checklists, and other tools to support SkilledTradesBC’s program development process, development of program standards documentation and assessment tools.
  • Work in collaboration with all internal departments to define program standards practices that fit and meet needs within the apprenticeship pathway, and ensure program or systems changes within program standards are communicated to impacted departments and customers.
  • Ensure that program standards for all approved SkilledTradesBC programs are correctly documented and communicated on the SkilledTradesBC website, on other ancillary information sources and to program stakeholders (e.g., OPSNs)
  • Provide a quality assurance / oversight role to ensure that program standards are accurately maintained in the SkilledTradesBC information management system.
  • Quality assure Program Standards submissions for leadership review and approval. Oversee / manage exam production, validation and monitoring procedures, and storage of exam items, banks, tables of specification, and forms
  • Other duties as assigned

EDUCATION/EXPERIENCE

  • Highschool or equivalent is required, and post-secondary, diploma or equivalent is preferred; combination of education and experience will be considered
  • Experience in technical writing, instructional design, and training delivery, as well as experience in training and project management is required
  • Ability to work with clients from diverse backgrounds in a courteous, professional, and confidential manner
  • Experience in the development and validation of assessments tools, with documentation suite design and maintenance
  • Previous experience and/or understanding of database (Direct Access preferable) systems would be an asset
  • Ability to use computer applications to enter and retrieve data accurately and code, process, store, track and retrieve records and information efficiently
  • Proficient experience with MS Office Programs
  • High attention to detail and problem-solving skills
  • A strong working knowledge of SkilledTradesBC policy, programs and processes is an asset
  • Experience working within the apprenticeship system and strong working knowledge of Red Seal programs and processes is an asset
  • Knowledge of XML Web-based content management systems and experience with a CRM system is an asset
  • Fluency in English language is required; knowledge of a second language is an asset

COMPENSATION

Salary Band F:$107,011 - $144,780
