The University of Regina is seeking anAssistant Manager, Parking Administrationto help lead the day-to-day operations of campus parking services while supporting staff development, bylaw compliance, strategic planning, and financial oversight.

In this role, you will work closely with the Manager to support a dynamic service environment that balances operational efficiency, customer service, and regulatory compliance. You will play an important role in leading staff, ensuring fair and consistent enforcement of parking bylaws, contributing to industry-informed decision-making, and supporting the financial sustainability of parking services on campus.

What You’ll Do:

-Lead and Support Staff

  • Provide day-to-day leadership, guidance, and support to parking services staff.
  • Assist with recruitment, onboarding, scheduling, and performance management.
  • Foster a respectful, collaborative, and accountable team environment. -Support Parking Enforcement and Compliance
  • Oversee the administration of parking citations to ensure fair, consistent, and accurate enforcement of university bylaws.
  • Review and adjudicate parking citation appeals and communicate outcomes professionally.
  • Ensure enforcement practices and documentation meet operational and legal standards. -Coordinate Appeals and Court Processes
  • Support the administration of parking-related court proceedings and ensure documentation and records are accurate and complete.
  • Liaise with enforcement staff and legal representatives to maintain compliance with court procedures and timelines. -Contribute to Strategic Planning
  • Monitor trends and best practices in parking operations and transportation services.
  • Participate in professional development and industry networks to support continuous improvement. -Support Financial Operations
  • Assist the Manager in monitoring the parking services operating budget and revenue targets.

Position Requirements

What You’ll Bring to the Position:

  • Bachelor’s degree in business administration or post secondary education relating to business/finance.
  • Three (3) to five (5) years of management or administration experience. Leadership including policy development, budget development, formal supervision, strategic planning, customer service, purchasing and optimizing the use of resources.
  • Minimum five (5) years parking industry knowledge, as well as experience in a University environment, particularly in an Ancillary operation is preferred.

Skills That Will Ensure Your Success in this Role:

  • In-depth knowledge of applicable parking bylaws, institutional policies, and regulatory requirements, including a strong understanding of Bylaw Court processes, evidentiary standards, and court procedures.
  • Advanced knowledge of integrated parking management systems, with particular emphasis on AIMS citation issuance and management, license plate recognition (LPR) technology, and enforcement workflows.
  • High level of knowledge of parking facility design and infrastructure management, including traffic flow, signage standards, safety requirements, and maintenance practices.
  • An understanding of financial management within parking operations—developing and tracking budgets, projecting revenues, designing fee structures, ensuring accurate reconciliation, and satisfying audit standards. Must work effectively within institutional budgeting frameworks, manage contracts and procurement activities, and translate financial data into clear analyses and business cases that support sound decision-making.
  • The position requires culturally sensitive communication to effectively serve a diverse university community with varying communication styles, language abilities, and comfort levels in challenging authority.
  • Demonstrated ability to manage challenging or emotionally charged customer interactions by using active listening, empathy, and clear communication to de-escalate situations, explain policies, and support fair, respectful resolution of concerns.
  • Ability to effectively communicate and build relationships with a diverse range of stakeholders, including students, faculty, staff, visitors, and leadership, adapting communication style to present information clearly, influence outcomes, and support operational priorities.
  • Proven ability to coach and mentor staff through constructive feedback, clear communication of expectations, and guidance on policies and procedures to support consistent decision-making, accountability, and professional development.
