Halifax Regional Municipality (HRM) is inviting applications for the permanent position of Lead Hand in the Sign Shop with Traffic Management, Transportation and Public Works.

The Lead Hand position encompasses a wide variety of duties in various locations and working conditions. It is a working position and therefore will be required to work in regular programs when not actively assisting the supervisor. This position requires teamwork, flexibility, organizational skills and safety awareness.

DUTIES AND RESPONSIBILITIES:

  • Direct and participate in on-site efforts of work crews;
  • Assist with work scheduling, manpower and assignment planning, material and job estimating, routine record keeping, reports, time sheets, and ordering supplies and materials;
  • Monitor and assist with on-site work practices, monitor equipment usage and maintenance by work crews;
  • Erect traffic, guide, information, and street name signs as per regulations and provide maintenance as required;
  • Paint centrelines, crosswalks, stop bars, arrows, channelization, parking bays, etc.;
  • Perform welding and acetylene cutting duties associated with the installation and maintenance of traffic signs;
  • Lead the pavement marking night shift as per the CUPE Local 108 Collective Agreement;
  • Assign functions to assist other classification with various tasks;
  • Install sign bases, jack hammering and concrete work;
  • Maintain and safely operate assigned tools/equipment;
  • Strong oral and written communication skills;
  • Highly adaptable to change and ability to function in a fast paced environment;
  • Must be able to work with minimum supervision;
  • Must have ability to pass a Security Clearance and Child Abuse Registry; provide current Driver Abstract;
  • Work safely and cooperatively assisting other classifications;
  • Contribute to meeting the operational objectives of the business unit and HRM;
  • Other duties as assigned.

QUALIFICATIONS Education and Experience:

  • Grade 12 or equivalent combination of education and experience;
  • Valid Nova Scotia traffic control person and temporary workplace signing certification;
  • Two years related welding and painting experience;
  • Working knowledge of and experience in acetylene cutting and arc welding equipment, mobile paint spraying equipment, centre lining equipment and traffic sign erection;
  • Must possess a valid NS Class 3 license with air brake endorsement; and a good driving record;
  • Must be able to carry out work within the street right-of-way.

Technical / Job Specific Knowledge and Abilities:

  • Good communication skills, both oral and written;
  • Experience in the use of arc welding equipment, acetylene cutting, and power tools;
  • Experience in the operation of a Tandem centreline mobile paint machine;
  • Experience in the operation of small air-less mobile paint sprayers;
  • Must be able to read and understand traffic drawings and be familiar with the Manual of Uniform Traffic Control Devices;
  • Basic drafting or blueprint reading an asset;
  • Confined Space Entry is an asset;
  • Ability to work nightshift is a requirement;
  • Must attend work on a regular basis.

**WORK STATUS:**Permanent, full time

**HOURS OF WORK:**The regular hours of work are Monday to Friday from 7:00 am - 3:00 pm. Other shifts & overtime may be required as per the collective agreement.

**SALARY:**Group 7, $32.53/hour as per the CUPE Local 108 Collective Agreement

**WORK LOCATION:**3825 MacKintosh Street, Halifax, NS.
