The Sr. Manager, LEO NOC will report to the Senior Director, LEO Network Operations and be responsible for overseeing the day-to-day operations of Telesat's LEO Network Operations Center (NOC), ensuring the continuous availability, performance, and security of the Telesat Lightspeed LEO satellite network and related services.
This individual will manage a team of NOC professionals, implement best-in-class operational processes, and drive efficiencies to support a superior customer experience.
The role requires a leader with strong technical expertise in network and satellite operations, experience in 24/7 mission-critical environments, and a deep understanding of network monitoring, incident response, and service assurance.
All Air traffic control and space operations are generally conducted in English with international partners as such, strong English communication skills are mandatory for this role.
Key Responsibilities:
- Oversee the NOC’s daily operations, ensuring efficient monitoring, troubleshooting, and resolution of networks issus.
- Ensure rapid identification, escalation, and resolution of service-impacting events, minimizing downtime and ensuring adherence to SLAs.
- Lead, mentor, and develop a team of NOC engineers, technologists and associated teams, fostering a culture of continuous improvement and operational excellence.
- Implement best practices for incident, problem, and change management to drive operational efficiency and reliability.
- Work closely with internal teams, including Engineering, Customer Support, and Operations, to ensure seamless network operations and support.
- Define and track KPIs for network performance, availability, and incident resolution. Provide regular reports and recommendations to senior leadership.
- Ensure the NOC is equipped with state-of-the-art monitoring, automation, and analytics tools to proactively detect and mitigate issues.
- Act as the point of contact for major incidents, coordinating cross-functional response efforts and ensuring timely resolution.
- Assist in forecasting and managing the operational budget for the NOC, optimizing resource allocation for maximum efficiency.
Required Qualifications & Experience:
- Must be fully bilingual - read and write in both official languages.
- Degree or Diploma in Telecommunications, Network Engineering, or a related technical field.
- 10+ years of experience in network, satellite, or telecommunications operations.
- 5+ years in a leadership role within a 24/7 NOC, Operations, or Technical Support environment.
- Strong background in incident management, network troubleshooting, and service assurance.
- Experience working with LEO/GEO satellite networks, IP networking, and SDN preferred.
- Knowledge of satellite communication systems, network infrastructure, RF technologies, and service delivery platforms.
- Strong understanding of network protocols, monitoring tools, and automation solutions.
- ITIL certification or equivalent experience in service management frameworks
- Proven ability to manage, mentor, and develop technical teams.
- Excellent problem-solving skills with a proactive, analytical mindset.
- Strong communication and stakeholder management skills.
Working Conditions:
- Role is based in Gatineau, QC. Temporarily based in Ottawa.
- 24/7 Operations
- Must be available for on-call support and emergency escalations as required.
