The Opportunity
The Information Technology Department provides information technology expertise and professional services to all City departments, affiliated agencies (Barrie Public Library, Barrie Police Services) and area municipalities receiving Barrie fire dispatch services. The Department is responsible for delivering, administering, managing and supporting (in partnership with the business units) all data and voice communications, including but not limited to network infrastructure, servers, storage infrastructure, printers, computing infrastructure, applications and software, databases, web services, geographic information systems, and project and portfolio management. The Department provides daily technology support to over 1100 users at more than 40 City locations across the City.
Under the general guidance of the Supervisor of Data & Analytics, the Lead Data Developer serves as the municipality’s senior technical authority for enterprise data architecture, integration, modelling, and governance. This role is accountable for designing and maintaining scalable, cloud based data solutions that support analytics, operational reporting, AI enablement, and evidence based decision-making across the organization. The position exercises substantial independent judgement while defining data requirements, developing enterprise class data pipelines, and ensuring the accuracy, security, and integrity of corporate data assets. The Lead Data Developer provides functional leadership, establishes corporate data standards, and acts as the technical escalation point for complex data issues. This role collaborates extensively across departments to translate business needs into robust technical solutions and directly influences corporate policy, data strategy, and long-term architectural decisions.

Education(degree/diploma/certifications)
- Successful completion of a four (4) year University Degree in Computer Science, Computer Engineering, Data Science, or approved equivalent combination of education and experience.

Experience
- Five (5) years of experience performing duties related to the major responsibilities of the position
- Must have experience in working with cloud based data modeling and analyzing large volumes of data.
- Demonstrated experience in writing complex, highly-optimized SQL, PySpark/Python scripts across large datasets.
- Demonstrated knowledge and experience of data lifecycles/methodologies
- Demonstrated knowledge of agile or other rapid application development methods.
- Demonstrated knowledge and experience with Microsoft Fabric/Azure
- Experience providing project implementation analysis and support in data management systems, data integrity and security as it relates to business systems.
- Experience with ETL and data connections (both API and on prem)
- Experience with machine learning concepts and tools, unified data modelling for relational and NOSQL database and physical database design
- Experience with current MLOps practices and implementation and Gen-AI/Agentic AI application development
- Ability to quickly learn/adopt to new technology and approaches
- Excellent problem-solving skills and ability to work independently on complex projects.
- Strong communication skills with the ability to explain technical concepts to diverse audiences.
Knowledge/Skill/Ability
- Intermediate skills include: Cloud Based Data Modelling and Analytics with MS Fabric, Master Data Management, Data model development, Agile development
- Intermediate computer literacy using the following systems and software Microsoft SQL, Python, PySpark, Microsoft Fabric, Microsoft Azure, Notebooks, Transact-SQL (T-SQL), Microsoft Visual Studio/Code, GIT Repos
- Fluent in relational database, streaming data processing concepts,
- Demonstrated Ability to:
- think and act strategically, motivate and build staff teams and collaborative working relationships with both internal and external groups
- align branch programs/services with departmental and corporate goals and objectives
- identify complex problems; develop and evaluate options; and implement solutions utilizing reason, judgment, and prescribed resources
- perform in a manner which is consistent with corporate goals, vision, mission, and values

**Hours:**The normal hours of work are 35 hours per week in accordance with the Collective Agreement
**Wage:**This position is within the CUPE Local 2380 Bargaining Unit with the following pay level and 2025 pay range:

- Pay Level: Level 9
- Yearly Salary: $79,206.40 to $94,840.20
- Hourly Pay Rate: $43.52 to $52.11
