About the role

Reporting to the Director of Real Estate and Project Delivery, the Procurement Project Manager manages all aspects of the redevelopment procurement cycle from cradle to grave. This includes all activities from gathering procurement requirements and conducting Requests for Proposals to negotiating contracts.

The sourcing aspects are highly customer service–driven, with responsibility for internal and external relationship management to serve internal customers, maintain vendor relationships, and acquire capital and minor equipment items. The Redevelopment Procurement Project Manager will possess sufficient knowledge of the design and construction cycle in redevelopment projects and the ability to implement procurement processes and guidelines at all stages. The Procurement Project Manager will demonstrate strong leadership capabilities in conducting evaluation processes, facilitating consensus meetings, liaising with internal stakeholders, and negotiating contracts with external stakeholders.

Core competencies include redevelopment and construction procurement knowledge, sourcing expertise, and the ability to manage sourcing activities effectively in conjunction with Procurement; strong negotiation skills; knowledge of processes and protocols to engage internal stakeholders (Clinical teams, IT, EVS, Clinical Engineering, Engineering, Planning, etc.); budget management; financial analysis; implementation of best practices; and effective communication and facilitation.

Duties & Responsibilities

  • Develop and maintain positive working relationships with all customers, including Unity Health staff, physicians, researchers, suppliers, and internal support partners.
  • Collaborate closely with internal directors, managers, and project managers to understand scope and sourcing intent.
  • Conduct effective negotiations with suppliers.
  • Ensure efficient budget and contract administration, with a strong focus on the Unity Health Toronto Code of Business Conduct and Ethics.
  • Prepare business cases, including total cost of ownership analyses and critical assessments, leveraging up-to-date supply chain expertise to advise stakeholders on options.
  • Oversee and manage the planning, implementation, and tracking of assigned projects.
  • Lead and facilitate the definition of project scope and implementation requirements, including end-user needs, timelines, best practice guidelines, and hospital policies.
  • Track, prioritize, and report on the status of various ongoing projects.
  • Attend procurement meetings, including weekly Facilities & Planning meetings, Sourcing & Capital meetings, MMC Non-Clinical meetings, and monthly stakeholder sessions.

Qualifications

  • Minimum of a Bachelor’s degree in a relevant field.
  • Project Management Professional (PMP) certification is an asset.
  • Strong knowledge of the redevelopment cycle, including pre-design, design, construction, and post-construction phases.
  • Strong knowledge of Canadian construction and consultant standard contracts.
  • Strong knowledge of public sector procurement guidelines and processes.
  • Previous project management experience in a healthcare environment is an asset.
  • Excellent verbal and written communication skills, with the ability to clearly convey information and ideas.
  • Strong problem identification and problem-solving skills.
  • Strong organizational and time management skills.
  • Experience in facilitation, collaboration, and negotiation with multiple stakeholders and service providers.
  • Excellent customer service, interpersonal, and listening skills.
  • Strong computer skills (e.g., Microsoft Word, Excel, and PowerPoint).
  • Good presentation and negotiation skills.
  • Detail-oriented with strong analytical skills related to proposal development and project management.
  • Ability to work efficiently and effectively as a team player.
  • Ability to thrive in a fast-paced environment and motivate project staff to achieve common goals.
  • Ability to analyze problems, interpret needs, and develop creative solutions.
  • Ability to manage medium- to large-scale, multifaceted projects independently and/or with minimal supervision.
