We are seeking an Assistant Director, Digital Services to join our team in Victoria, British Columbia, Canada.
As the Assistant Director, Digital Services, you will provide strategic leadership, operational oversight, and people management to cross-functional teams that deliver and support critical digital and business solutions across the organization. You will foster a culture of innovation, accountability, continuous improvement and service excellence, ensuring your teams’ services, processes, and technologies meet the evolving needs of members, employers, and corporate stakeholders.
You will be accountable for the quality and effectiveness of services provided by your teams, including building and continuously improving practice methodologies. Acting as a key liaison between business and IT, your teams will deliver solutions and operational support across Member, Employer, Retirement Management, Pension Administration/Operations, Corporate, and IT Services.
You will lead team leads, business analysts and QA/tester and oversee the creation, implementation, and continuous improvement of branch practice areas, including business analysis, requirements management, testing, functional design, production, and operational support.
Hybrid Work Model
This position is located in our Victoria, BC office. You will have the flexibility to work part of the time on-campus and part of the time off-campus. The requirement for on-campus presence is a minimum of 40% of your schedule in a month. Additional requirements are determined by the role functions and operational needs of each business area.
Responsibilities
Determines team goals, objectives, and performance measures, and ensures effective and consistent practice area methodologies, including continuous improvement across the branch's service delivery teams. Establishes, implements, and continuously improves branch-owned methodologies, standards, and best practices including requirements management, business and process analysis, technical design, testing, operational and production support. Manages and leads staff, including assigning work, developing performance plans, determining resource requirements, approving leave, responding to grievances, and initiating the disciplinary process. Collaborates and builds strong, effective relationships with clients and contributes to business and strategic plans to ensure alignment with organizational objectives and successful outcomes. Contributes to divisional and strategic business planning and the design and implementation of IT product/service enhancements. Prepares and/or negotiates contracts, monitors performance, and authorizes payment. Participates in the development of the branch operating budget and risk management plans, including managing the financial and human resources of assigned service lines including training needs and resourcing. Develops and updates strategies, workflows, actions, service standards, and measures to meet client needs and achieve operational excellence. Leads the identification and evaluation of new service opportunities, levels, and channels, including controversial or emerging issues and recommends mitigation strategies.
Qualifications
Must have
Degree in business administration, computer science, engineering, or related discipline. An equivalent combination of education, training, and experience may be considered. Five years of recent (within seven years), related experience in a regulated or complex environment (e.g., public sector, financial services, pension administration, healthcare) that includes the following: Experience leading and supervising cross-functional IT teams, preferably in a unionized environment. Experience leading business and strategic planning for support of enterprise-wide IT applications. Experience leading IT initiatives of large scale and complexity that have multiple delivery components within an enterprise environment. Experience developing, implementing and improving methodologies, standards, and best practices associated with key branch practices such as business analysis, requirements management, functional design, testing, operational and production support. Experience with budgeting and managing financial operations, including managing third party contracts and resources.
Nice to have
Relevant training, certification or equivalent experience in IT Service Management (e.g., ITIL) is preferred. Experience working in an agile, digital product-focused development environment, iteratively creating and improving digital products and services is preferred. Relevant training or certification related to Agile methodologies, frameworks, and practices (e.g., Scrum, Disciplined Agile) is preferred.

Demonstrated leadership skills with the ability to motivate and influence others and work in a changing environment. Demonstrated ability to manage IT operations, staff, and budgets. Proven client relationship management skills with the ability to manage the needs of multiple business partners and clients through prioritization, negotiation, and effective communications. Strong analytical and problem-solving skills, with achievement in the assessment, development and implementation of effective business improvements and cost-effective operations. Excellent written and oral communication skills, and the ability to convey complex technical concepts to audiences without a technical background. Proven ability to develop creative and strategically sound solutions. Knowledge in product/service management, business systems analysis, process management, and information management. Expertise in business analysis, testing, and production support techniques. Working knowledge of agile, waterfall, and hybrid delivery methodologies. Proven leadership in the successful delivery of digital products and services, including successful design, delivery, and ongoing management. Expertise in analyzing and using data to design and continually improving digital services to meet evolving business partner needs. Proven ability to challenge and remove barriers to product delivery. Ability to facilitate resolutions to conflict situations through consensus building and influencing. Ability to represent the organization at senior levels and exercise sound judgment, diplomacy, and discretion.
