Each year, Legal Services hires 1 second year law student for a summer position, commencing in early May, with a duration of approximately 16 weeks. Subject to performance, and organizational requirements, the successful candidate will return as the Articled Clerk, commencing on or about June 1st the following year.

HRM Legal Services is the department responsible for the provision of legal services to the Halifax Regional Municipality through its Council, committees and staff. The department is organized into four practice groups: Litigation, Municipal & Administrative Law, Commercial, and Prosecutions.

Duties and Responsibilities:
The summer student/Articled clerk is responsible for providing effective and efficient legal support to the 25 lawyers in HRM Legal Services. Responsibilities include:

  • Conducting research
  • Preparing legal documents and memoranda
  • Interpreting legislation and regulations
  • Meeting with clients
  • Assisting Lawyers in representing the Municipality before the Courts, labour arbitrators, and various specialized tribunals
  • Functioning both independently and in a team environment
  • May also perform other related duties as assigned

Qualifications:
Education and Experience:
The successful candidate must meet the following qualification:

  • Currently enrolled in second year of a Bachelor of Laws or Juris Doctor degree program at a recognized university.

Technical/Job Specific Knowledge and Abilities:

  • Excellent research, analytical, and organizational skills, along with the ability to communicate effectively and persuasively, orally and in writing
  • Experience identifying, analyzing and communicating complex issues
  • Experience conducting legal research and writing – particularly drafting, interpreting or applying legislation, regulations or common law principles
  • Exposure to and knowledge of the roles and responsibilities of government and the public sector
  • Experience in a professional environment, managing multiple demands, and meeting deadlines

An equivalent combination of education and experience may be considered. Applicants relying on education and experience equivalencies must clearly demonstrate such equivalencies in their application.

HOW TO APPLY:
Candidates will be evaluated holistically through the following assessment process:

PHASE 1 - Application
Candidates must apply with a resume, cover letter, and printout of unofficial transcript due on or before closing date. All candidates must include a current email address on their application as it will be the method of communication.

PHASE 2 - Written Sample
The written sample consist of a legal scenario which will be provided to selected candidates for preparation of a short memo. Date, time and instructions to be provided via email to successful candidates once the competition has closed.

PHASE 3 - Panel Interview
Interviews will be offered to selected candidates. Dates and times will be communicated to candidates as they come available.

Security Clearance Requirements: Applicants may be required to complete an employment security screening check.

Please note – Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Those candidates selected for testing may be tested in a group setting, scheduled at the employer’s discretion

WORK STATUS: Temporary, Full Time

HOURS OF WORK: Monday to Friday, 8:30am - 4:30pm, 35 hours per week. May require some overtime based on operational requirements

SALARY: $27.36 per hour

WORK LOCATION: 1809 Barrington Street, CIBC Building, 7th Floor Halifax, NS B3J 1X7.
