SCOPE Reporting to the Manager of Planning, Accommodation, and Rentals, the incumbent provides technical and analytical support in areas of geographic information systems, school capacities, boundaries analysis and enrollment projections. This position also contributes to the overall development of the Board's Long-Term Facilities Plan.
DUTIES
- Maintenance and development of Geographic Information Systems (GIS) database and applications including, but not limited to, student and school locations, attendance boundaries, board properties and new residential development.
- Collect and manage data necessary to HWDSB Planning operations through partnerships and data sharing agreements with other levels of government and other partners to acquire and access pertinent data, such as aerial imagery and road network.
- Maintenance of license agreements, data sharing agreements, and other contracts related to the Board's geospatial tools to ensure the agreements are carried out.
- Retrieve and analyze student information from the student information system in collaboration with Information Technology department and import into Planning's enrolment projection software.
- Geocode students addresses to assist with planning functions such as student yield analysis, enrolment projections, boundary reviews and program placements.
- Responsible for creating and managing sensitive student location and enrollment datasets and integrating that information with other datasets, such as MPAC and Census Canada data with land parcels and other Board geographic features.
- Respond to mapping and data requests from schools, and central administration, while ensuring the final products are accurate and correct.
- Responsible for maintenance of School Locator tool, including providing technical support to staff and community.
- Responsible for the creation and maintenance of maps and online applications for the Long-Term Facilities Plan, as well as tools to improve public engagement with the Long-Term Facilities Plan.
- Develop and manage web maps and apps for the Facility Services Department and other board departments using ArcGIS tools to share public maps for boundary reviews, catchment updates, and planning information.
- Participate in regional School Planning Software and GIS User Groups to discuss projects, data availability, GIS development, training sessions, software improvement and upgrades, etc.
- Respond to ad-hoc requests for project support pertaining to student enrolments, school board facilities and properties.
- Support to Planning and Rentals staff as required.
- Other Duties as assigned.
Qualifications
- Undergraduate Degree in related field: geography, planning, or related discipline
- GIS Certification
- Minimum of two years of related experience preferred.
- Fluent in ESRI products (ArcGIS Pro, ArcGIS Online, Arc GIS App Builder) and other GIS software.
- Proficient in spreadsheet applications, database management and demographics software (i.e. Excel, Access, MPAC, and Paradigm Shift Technologies – SPS Plus Software).
- Highly developed mathematical, analytical and research skills.
- Demonstrated understanding of cartographic principles.
- Strong organizational skills with the ability to prioritize competing deadlines.
- Strong attention to detail, ability to produce timely accurate work and adapt quickly to changing circumstances within a demanding and deadline-oriented environment.
- Effective customer service skills, collaboration and interpersonal skills with the ability to work independently or as part of a team.
- Excellent written and verbal communication skills.
