About The Role

We are seeking a highly motivated and experienced Project Manager to join our Calgary, Alberta office. Reporting directly to the Senior Manager, this role involves working closely with various business units within Plains to establish project scope, develop preliminary designs, and prepare detailed cost estimates, schedules, risk registers, and execution plans for viable projects. The Project Manager will provide technical consultation to project teams and Operations, ensuring that project planning aligns with operational requirements, industry standards, and regulatory expectations. This position offers an excellent opportunity for a professional looking to contribute to large-scale infrastructure projects, optimize asset value, and support the company's strategic growth initiatives. Limited travel may be required to facilitate project execution and stakeholder engagement.

Qualifications

Engineering degree in an applicable discipline

Professional engineering designation (P.Eng) and registration with APEGA Minimum of 10 years of experience in pipeline and oil or gas processing, including design, construction, and project management Familiarity with labour, safety, and environmental regulations, including Canadian codes and standards such as CSA Z662, ABSA requirements, and CER regulations Knowledge of AACE and PMI best practices in estimating and project management Experience with cost estimating systems, benchmarking tools, and risk modeling practices Strong leadership, decision-making, conflict resolution, communication, and interpersonal skills Proficiency in Microsoft Project and other project scheduling tools Ability to manage multiple projects, prioritize tasks, and coordinate diverse stakeholders and contractors effectively Clear criminal background check and satisfactory reference checks Valid driver’s license with a clean driver’s abstract

Responsibilities

Collaborate with Business Development and Execution teams to establish project scope and explore scope alternatives that meet customer needs during initial project phases Facilitate project planning sessions to gather input from various departments and incorporate feedback into scope and estimate development Create unclassified estimates, identify associated risks, and develop schedules to support new business opportunities, integrating lessons learned into estimates Support Business Development in making informed go/no-go decisions by providing comprehensive estimates and risk assessments Develop Class estimates for expansion projects, engaging non-technical teams, and preparing risk registers, schedules, and basis of estimates for review and feedback Utilize Project Definition Rating Index (PDRI) to evaluate scope completeness and ensure project scope clarity Maintain and analyze project benchmarking databases to identify cost and schedule trends, translating insights into actionable improvements Perform contingency modeling on estimates and support escalation planning to manage project costs effectively Maintain project portfolio prioritization models aligned with Plains’ strategic objectives and recommend projects accordingly Ensure project designs and constructed assets comply with all regulatory requirements, specifications, and operational standards Review and scrutinize scope changes and design modifications for validity, impact on EBITDA, reliability, and operational efficiency; secure necessary approvals for deviations Provide project services such as project lookbacks, contingency and escalation modeling, and facilitating Construction Quality Management System (CQMS) sessions Develop and uphold Plains’ cost estimating practices and industry benchmarks to ensure consistency and accuracy across projects
