Job Description:

POSITION SUMMARY:

Under the general direction of the Supervisor Fleet Administration, develops, maintains and provides on-road, and classroom training, with a focus on public and driver safety, driver testing, certification and safety enforcement to operators of vehicles and motorized equipment in accordance with City of Thunder Bay policies and Provincial programs and regulations including the Commercial Vehicle Operator Registration and fleet industry standards.

QUALIFICATIONS:

Education/Experience:

  • Diploma in adult education, health and safety or business administration, together with 3 years’ experience in Driver Training, Incident Investigation and CVOR compliance auditing or;
  • Post Secondary diploma, along with post-secondary training and education in the operation of buses, heavy trucks, and off-road equipment, together with 5 years’ experience in Driver Training, Incident Investigation and CVOR compliance auditing or;
  • Secondary school diploma together with a minimum of 8 years of experience in preparing and delivering training programs to frontline staff, focusing on; driver safety, equipment operation, and compliance procedures.
  • Experience in the preparation and execution of training programs for small and large classroom instruction, preferably in a unionized environment
  • Knowledge of contemporary adult education principles and practices
  • Three years’ directly-related experience, preferably driver training, in a unionized environment
  • Must be licensed in Ontario to operate MTO Class CZ vehicles with a minimum 3 years’ recent driving experience with vehicles in those classes including trailer towing requirements
  • Possess good understanding of Provincial Highway Traffic Act and CVOR program requirements
  • Possess a mechanical aptitude in the assessment and operation of varied vehicles and equipment types

Skills/Abilities:

  • Ability to communicate effectively and concisely, both orally and in writing with the ability to make presentations and deliver driver training programs to a variety of audience
  • Ability to establish and maintain effective relationships with Administration, Union executives, superiors, co-workers, employees and the general public
  • Excellent observational skills including mediation and collision investigation skills
  • Proven ability to function and contribute as an effective team member and to work independently
  • Ability to of carry out training, inspections and investigations related to fleet issues
  • Ability to understand and deliver asset efficiency operation techniques such as Smart Driver to drivers and operators
  • Must meet the definition of a competent driver as defined by the Corporation
  • Must be at a basic skill level in word processing and an intermediate skill level in spreadsheet software
  • Must be competent within the meaning of the Occupational Health & Safety Act

Assets:

  • Valid Commercial Defensive Driving Instructor Certificate from IHSA or OTA or equivalent
  • Valid Certificate as a Lift Truck Instructor
  • Valid Ontario Commercial Fleet Driver Instructor Certificate
  • Valid Ontario Air Brake Instructors Certificate
  • Knowledge in the use of Municipal Equipment such as commercial dump, sander and plow trucks, graders, loaders, excavators sidewalk plows and street sweepers
  • Knowledge and Training in WHMIS and Book 7

CONDITIONS OF EMPLOYMENT:

  • Will be required to travel to various work locations and provide own transportation
  • Must be willing work regular work week and a scheduled ‘on call’ rotation as needed for review and investigations of fleet incidents
  • Must be willing and able to obtain and maintain an Ontario Class “ACZ” Driver Licence.
  • Must be willing and able to obtain and maintain any certification(s) required to perform duties listed in job description
  • Must undergo a successful Criminal Record and Judicial Matters Check (CRJMC)
  • Must sign and abide by Employee Confidentiality Statement
  • Must remain a competent driver as defined by the Corporation
  • May be required to provide a successful driver’s record (uncertified)
