As part of this mandate one of the Parks Division’s core responsibilities is to develop and support third party opportunities within Alberta Parks.

Role Responsibilities

As the Senior Procurement Officer in Alberta Parks’ in the Visitor Experience and Business Supports branch, you will lead and manage complex procurement initiatives that support the Ministry’s operational and strategic priorities. You will be responsible for developing, coordinating, and executing procurement strategies for unique third party facility and/or campground operations and service contracts in compliance with Government of Alberta policies, trade agreements, and legislation.

This role requires balancing the Ministry’s business needs with best value procurement principles, ensuring transparency and accountability in all processes. You will provide expert advice to internal clients, guide stakeholders through procurement planning and execution, and proactively identify opportunities to improve efficiency and outcomes.

As a trusted advisor, you will:

  • Lead end-to-end procurement processes for high-value complex contracts and other agreements.

  • Develop procurement plans, Requests For Proposals, Requests For Information, Request For Qualifications, Expressions or Interest, tender documentation and other related products.

  • Evaluate proposals and provide in-contract support where required by regional staff.

  • Build and maintain strong relationships with procurement proponents, ministry partners, and cross-government stakeholders.

  • Monitor contract performance, develop contract management tools, provide procurement training, where appropriate, address risks, and resolve issues to protect the public interest.

This position demands strategic thinking, in the ability to anticipate future needs, and a commitment to continuous improvement. Your expertise will directly contribute to the Ministry’s ability to deliver programs and services that enhance visitor experience, operational efficiency, and environmental stewardship.

Qualifications

University degree in Business Administration (i.e. Commerce, Finance, Accounting), Public Administration/Policy, Natural or Social Sciences, Parks Management or a related field, supplemented with a minimum of four (4) years of progressively responsible procurement experience involving the planning, coordination, and execution of complex, high-value acquisitions.

Equivalency: Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education

Required Experience:

  • Leading end-to-end procurement processes for goods, services, and/or contracts in a public sector, large-scale, or regulated environment.

  • Leading and developing procurement plans, preparing process documents (i.e, RFPs, RFQs, RFIs or EOIs), and managing transparent evaluation processes.

  • Ensuring compliance with procurement policies, trade agreements, and applicable legislation (e.g., NWPTA, CFTA, CETA).

  • Collaborating with diverse internal and external stakeholders, including ministry partners, potential proponents, and cross-government teams.

Assets:

  • Formal procurement or supply chain management certification (e.g., SCMP, PSPP) or formal training in public sector procurement.

  • Completion of Government of Alberta procurement training and awareness/experience working within Alberta’s Procurement Accountability Framework.

  • Experience in contract management, including performance monitoring, risk mitigation, and dispute resolution.

  • Experience improving procurement processes to enhance efficiency, cost-effectiveness, or service quality.

  • Experience developing unique contract products for complex procurements.

This is a permanent, full-time role with standard 36.25 hours/week, Monday to Friday.

The candidates may be asked to complete a written assignment as a part of the interview process.
