We are looking for a Program Manager to join our Therapeutic Campus Based Care (TCBC) program!

About the Role

We are seeking a Program Manager to provide operational, clinical, and leadership across components of our Therapeutic Campus Based Care programs. This role is ideal for a clinical professional with strong leadership skills, demonstrated program development experience, and the ability to work collaboratively within multi agency and multidisciplinary environments.

The Program Manager ensures high-quality, client centered, trauma informed service delivery in fast paced school and live in settings supporting young people and families with complex needs. This position oversees daily operations, supervises staff, and fosters a work environment grounded in safety, professionalism, accountability, and strong communication.

Working closely with the Senior Program Manager, this role provides oversight to entry level managers, the Indigenous Wellness Navigator, and the George Wood Learning Centre to support effective program functioning and alignment with TCBC service model expectations.

Key Responsibilities: Program Leadership & Management

  • Provide operational leadership for the George Wood Learning Centre and related campus based learning initiatives.
  • Supervise entry level managers, and support staff, fostering a culture of learning, accountability, and excellence.
  • Support organizational and TCBC Indigenous Initiatives by supervising the Indigenous Wellness Navigator and guiding the Indigenous Community of Practice to strengthen culturally grounded engagement.
  • Ensure program performance aligns with agency goals, partnership agreements, and service model expectations.

Clinical Quality & Service Outcomes

  • Ensure delivery of trauma informed, evidence informed services that meet agency standards.
  • Monitor treatment planning, case management, and client outcomes to support continuous improvement.
  • Ensure accurate, timely documentation aligned with quality and accreditation requirements.
  • Collaborate with clinical and professional supports to address complex client needs.

Partnership & Collaboration

  • Work effectively within a multi agency partnership involving education, health, and community partners.
  • Represent the program at partnership tables, committees, and community meetings.
  • Build strong relationships with school administrators, teachers, and system partners to ensure program integration and responsiveness.
  • Ensure contractual obligations, reporting requirements, and program communications are accurate and timely.

Program Development & Quality Improvement

  • Lead the development, enhancement, and implementation of program initiatives
  • Use data, evaluation findings, and feedback to drive program improvements.
  • Identify service gaps and propose innovative solutions aligned with the needs of young people, and families

Documentation, Reporting & Communication

  • Prepare and edit program documentation, including reports, proposals, and evaluations.
  • Ensure compliance with agency policies, accreditation standards, and funder expectations.
  • Maintain effective documentation systems and oversee reporting timelines.

Agency & System Leadership

  • Contribute to agency wide initiatives, committees, and leadership discussions.
  • Collaborate with internal programs to ensure service continuity and alignment across TCBC.
  • Participate in agency and health system leadership forums.
  • Support strategic planning and organizational priorities.

Risk, Safety & Compliance

  • Provides strong leadership in implementing activities that support high-quality services and demonstrate commitment to the Health and Safety Management System across the organization and within their respective area.
  • Ensures staff comply with all secure care, licensing, occupational health and safety, and regulatory obligations applicable to the program
  • Responds to escalating risk concerns and communicates incidents to leadership in alignment with incident response protocols

Qualifications

  • Degree in Social Sciences or related field at the undergraduate level required (graduate preferred).
  • Current proof of professional registration may be required for certain diplomas or degrees.
  • Minimum of five years highly developed supervisory skill.
  • Strong writing and editing skills for reports, proposals, and program documentation.
  • Experience supporting youth affected by complex trauma through an informed and high-level.
  • Experience in youth care and/or clinical work.
  • Experience working with collaborative partnerships and essential stakeholder
