The Ministry of SaskBuilds and Procurement provides central co-ordination and delivery of property management, information technology, procurement, project management, transportation, and other services to government ministries and agencies. In collaboration with SaskBuilds Corporation, the ministry integrates, co-ordinates and prioritizes infrastructure planning and delivery for the Province of Saskatchewan, and advances projects through contract oversight, innovative approaches and alternative financing models as appropriate. The ministry also provides funding to the Provincial Archives of Saskatchewan.
The Project Planning and Delivery Branch of the Ministry of SaskBuilds and Procurement is responsible for the planning, procuring, design, contract development and management, and construction for government facility and infrastructure projects in Saskatchewan.
The Opportunity
The Project Planning and Delivery Branch is seeking a results-driven Engineer to join their team as a Project Manager. Reporting to the Director, Project Planning and Delivery, the candidate will lead the delivery of government-funded capital projects—overseeing planning, procurement, design, and construction—while ensuring compliance with legislation and standards. You’ll manage multi-disciplinary teams and collaborate with stakeholders to deliver infrastructure projects across Saskatchewan.
As Project Manager, your responsibilities will include:
- Leading project teams by defining requirements with stakeholders, coordinating internal and external contributors, and ensuring delivery within scope, time, cost, safety, and quality standards.
- Managing the planning, execution, control, and closure of assigned capital projects within approved scope, cost, and schedule.
- Ensuring that capital projects are delivered in accordance with the requirements of the current project management processes within the Branch and approved project scope.
- Managing project expenditures and budget management through all stages of project implementation to ensure maximum value within approved budget.
- Managing design consultant and construction contracts and determining payment of associated invoices.
- Working with internal and/or external stakeholders to control design process and ensure progress along efficient timelines. Ensures design aligns with Ministry design standards and principles.
- Ensuring quality control of deliverables, such as building system start-up/verification reports, design reports and contract documents, and completeness and compliance with ministry standards and guidelines, and code requirements, National Building Code, Technical Safety Authority of Saskatchewan (TSASK), Conservation of Heritage Places, etc.
- Developing executive briefings and correspondence on project-related issues.

- A solid understanding of project management principles and methodologies, contract management and procurement policies.
- Knowledge of concepts, principles, standards, practices, materials, and equipment used in the design and construction of buildings and infrastructure.
- Knowledge of procurement processes for facility design and construction in the public sector such as best value practices, trade agreements, contract law, and contract negotiations.
- Familiarity with provincial government structures, decision-making processes and priorities.
- An ability to thrive in a fast-paced environment and respond to multiple on-going projects, be results-oriented and accountable to exercise superior judgment in a continuously changing and demanding environment.
- An ability to lead, manage and communicate in a team environment to obtain group consensus in discussion outcomes and demonstrate timely and efficient management of project teams.
- Excellent problem-solving, analytical, and organizational skills, along with a strong attention to detail.
- Flexibility and adaptability to positively meet new challenges in a changing environment.
Typically, the knowledge and experience required for this position would be obtained through:
- A Bachelor of Engineering degree from an accredited university - Structural, Mechanical, Electrical or Civil Engineering background will be preferred.
- Additionally, you must be eligible for registration as a professional engineer or engineer-in-training with the Association of Professional Engineers and Geoscientists of Saskatchewan (APEGS). A Project Management Professional (PMP) certification will be considered an asset.
- A minimum of 5 years of experience managing projects in a public sector environment or organizations of similar size and structure.
- An equivalent combination of education and work experience will be considered.
Work Hours and Travel Requirements
As occasional travel may also be required, the candidate must possess a valid class 5 license.
