About the Role
As a senior member of the Transportation Section, you will:
- Lead senior transportation engineering oversight of capital projects, including serving as the Engineer of Record for select projects, guiding early functional designs through to detailed design and construction, and reviewing consultant work to ensure compliance with municipal bylaws, industry best practices, and applicable standards in alignment with the District’s Professional Practice Management Plan.
- Modernize District policies and tools to streamline development and capital-related works by establishing or updating functional road network plans, standard road cross-sections, design criteria manuals, road classification maps, and road dedication maps.
- Support regionally significant projects such as the Metrotown to North Shore Bus Rapid Transit (BRT) project, Major Bike Network (MBN) upgrades, Major Road Network (MRN) improvements, and provincial highway initiatives, in coordination with key partners including TransLink, Coast Mountain Bus Company, and the Ministry of Transportation & Transit.
- Provide senior advisory support to the Strategic Transportation Plan (STP) and maintain service continuity and day-to-day operations while staff are seconded to the multi-year Strategic Transportation Plan.
The ideal candidate will:
- Bring extensive design experience in road geometry, arterial upgrades, active transportation (including protected bike lanes and protected intersections), intersection layout, and transit infrastructure.
- Offer advanced expertise in 3D road design along challenging topography, including meeting horizontal and vertical alignment requirements, performing vehicle swept path analyses, ensuring minimum accessibility standards, achieving appropriate design speeds, and providing adequate sight distances.
- Act as a balanced negotiator, considering the implications of geometric design decisions on infrastructure lifecycle costs.
- Establish and maintain effective working relationships with internal and external contacts, reconcile differing perspectives, develop consensus, and secure cooperation and support while respecting the sensitivities, trade-offs and political challenges that affect decisions.
- Demonstrate a strong track record in organizing and maintaining project documentation, preparing status reports and summaries, and delivering projects to completion with minimal oversight.
- Possess strong leadership and supervisory experience, with a proven ability to mentor and support staff, encourage professional growth, and foster accountability and high performance across the team.
- Have a solid understanding of transportation planning and traffic engineering principles, applied directly to the design of safe, efficient, and constructible transportation facilities.
- Understand the impacts of transportation design on other disciplines, including the environment, parks, utilities, operations & maintenance, emergency access, community planning, real estate & properties, and development feasibility.
- Have exceptional verbal and written communication skills, including the ability to draft clear reports and presentations for Council and senior management, and communicate effectively with a variety of stakeholders—both technical and non-technical.
- Have strong organizational and time management skills with a demonstrated ability to meet competing deadlines and are proactive at resolving project conflicts in a timely and effective manner.
Qualifications
You have a Degree in Civil Engineering, a Professional Engineer designation in BC (or be eligible for registration) plus a minimum of seven years of related transportation experience, along with a valid Class 5 BC Driver’s License.
Details
Salary: The pay range for this exempt position is $128,164.82 to $142,500.73 per annum (2024 rates)
Hours of Work: 35-hour work week (Compressed work schedule available)
