Job Description This is a temporary role, with an expected duration of up to 18 months Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

Reporting to the Senior Manager, Business Systems, the Manager, Business Systems (EcoSys) is accountable for the planning, analysis, and support of business systems initiatives and major business processes in area of cost management (Planning, Budgeting & Forecasting), working in close collaboration with internal and external stakeholders. This role provides leadership in evaluating system performance, identifying opportunities for continuous improvement, and recommending priorities to enhance process efficiency, system effectiveness, and overall business outcomes.
What will I be doing?
- Contributes to the development, implementation, and management of program/project management and controls processes, procedures, and tools.
- Provides leadership to functional resources for application execution in the area of EcoSys and compliance with internal client processes.
- Plans and executes business systems implementation for medium to large sized projects or components of larger programs.
- Manages PMIS controls across scope, cost, schedule, contract, risk, quality, performance, and safety.
- Leads project risk assessments from a technical and information risk management perspective.
- Evaluates project effectiveness through consultation with internal clients and project teams.
- Interfaces with business users on work prioritization, incident resolution, and enhancement planning.
- Manages EcoSys configuration, customization, and system enhancements.
- Supports end-to-end solution design, testing, and deployment activities.
- Supervises, motivates, and trains Application Specialists.
- Prepares and presents reports and recommendations to senior leadership.
- Builds and maintains effective working relationships with stakeholders across Metrolinx and external vendors, acting as a liaison between functional and technical requirements and ensuring effective communication.
- Tracks initiatives, reviews progress and endorses scope, time, or cost changes; escalates severe problems to the Senior Manager, Business Systems and informs business and product managers if there is an impact on business requirements.
- Responsible for all aspects of performance management for the Business Systems Analyst team, including coaching, skills development, cross-training, and performance evaluation.
- Performs other duties as assigned.
What Skills and Qualifications Do I Need?
- Bachelor’s degree in business administration, Project Management, Software Engineering, Business Analytics or equivalent.
- Demonstrated experience in implementing the Program Management Information System (PMIS) application is required.
- Demonstrated experience in Project Management and Business Systems supporting Engineering, Procurement, and Construction (EPC) projects or a management portfolio.
- Experienced as a subject matter expert (Administrator) in EcoSys.
- Knowledge of Oracle EBS, Oracle Primavera Unifier, Primavera P6 and integration of these systems with EcoSys will be an asset.
- Experience in project cost control, preferably in infrastructure or large-scale projects.
- PMI’s Project Management Professional (PMP) or similar project management certification is a strong asset.
- Proven experience leading and coaching a functional and technical business systems professional team.
