Halifax Regional Municipality is inviting applications for the permanent position of Supervisor, Design Engineering Technologist in Design & Construction Services, Public Works.

Reporting to the Manager of Engineering Design in Design & Asset Management, this position is responsible for managing and directing Design Engineering Technologists in the delivery of high quality and cost-effective design and tendering of the HRM transportation capital program. The municipal infrastructure projects include new construction or rehabilitation of existing infrastructure such as streets & roads, bridges, retaining walls, accessible sidewalks, curbs, pavements, guiderails, trails, cycling infrastructure, traffic signals and intersections, etc. The work includes preparing reports and presentation to Council, assisting in the establishment of Capital and Operating Budgets, assigning work to staff, establishing design parameters and alternatives, review of complex engineering designs and specifications, development and quality control of CADD standards and engineering drawings, ensuring the completion of design and tendering of approved Capital Projects, estimating project costs, producing record drawings and providing leadership to approximately 8-10 Design Engineering Technologists and other staff.
DUTIES AND RESPONSIBILITIES:
- Assigns, directs and co-ordinates Design Engineering Technologists and other technical staff in the preparation of cost estimates, record drawings, asset management, designs, specifications, tenders and record drawings for municipal infrastructure;
- Assists and prepares technical reports to senior staff and Regional Council; liaises and consults with the general public, elected officials, consultants, and other government agencies as required;
- Assists in the creation of policies and procedures relevant to the operations of the department;
- With the Supervisor, Design Engineer, reviews and approves plans and tender documents prior to tender as part of quality assurance procedures for the section;
- Performs and assists in the total project management of specific projects;
- Assists in the coordination of the implementation of municipal infrastructure projects with other departments for inclusion in the HRM Capital Works Program;
- Oversees the preparation and evaluation of requests for proposals for relevant consultant services;
- Assists in the review of revisions to the Municipal Services Systems and other pertinent specifications;
- Oversees the selection, revisions and adherence to Municipal Computer Aided Design standards;
- Oversees the selection, updates and support for Computer Aided Design Software (AutoCAD Civil 3D, Autoturn, Torus, Nexus, etc.);
- Works with ICT to ensure Automated drafting software is appropriate, up to date and recommends training for staff;
- Performs quality control for internal & external Record AutoCAD drawing files for adherence to specifications;
- Oversees and assists in the preparation of the annual data base on tender unit prices received on municipal infrastructure projects, and recommends unit prices for estimating cost of future projects;
- Performs and assigns Quality Control duties as per policy;
- Performs as an alternate member and may attend various committee meetings, (i.e., Halifax Utility Coordinating Committee, Nova Scotia Road Builders, Pole Relocation Committee);
- Promotes a healthy and safe workplace by ensuring safety standards are adhered to, and correct potential safety issues effectively and efficiently. Encourages staff involvement in the creation of a healthy workplace, and ensures staff are aware of their rights and responsibilities related to Occupational Health & Safety;
- Assists the Manager Engineering Design to set priorities on the delivery of services and ensures service level standards are met;
- Ensures that all staff works in an effective and efficient manner, working within the guidelines set in Collective Agreements and per budget;
- Ensures that staff have the proper training and equipment, to be effective and efficient in the delivery of service;
- Promotes the recognition of excellent work performance through positive reinforcement;
- Maximizes the utilization of human resources by leading the development of a diverse and participative workforce;
- Ensures best operational practices within the context of diversity and inclusion;
- Mentors and coaches employees; assists the Manager Engineering Design in the design and implementation of team development strategies and performance management;
- Ensures effective hiring practices that select the most suitable candidates available for hire in compliance with the Collective Agreement;
- Contributes to improved employee relations by ensuring fair and equitable treatment of employees, in compliance with the Collective Agreement and cooperation with the union through consultation and joint initiatives;
- Working with the Manager Engineering Design, develops and ensures operational and industry best practices are met;
- Ensures employees follow HRM policies and procedures as noted;
QUALIFICATIONS:
Education and Experience:
- Diploma in Civil Engineering Technology from a recognized College;
- Minimum of eight (8) progressively responsible years in Civil and/or Municipal Engineering, and a Certified Engineering Technologist (CET) with TechNova (or eligible);
- Minimum of two (2) years in an active leadership and/or supervisory role;
- Valid Nova Scotia Drivers License and should be prepared to use personal vehicle in accordance with the Local Travel Allowance Policy
Technical/Job Specific Knowledge and Abilities:
- High level of expertise in civil engineering design software, preferably Autodesk Civil 3D;
- High level of expertise in computer-aided design, preferably AutoCAD;
- High level of expertise in HRM Municipal Services Systems design guidelines and/or other design guidelines necessary to carry out accurate civil engineering designs;
- High level of expertise in the design and preparation of municipal and civil engineering drawings;
- High level of expertise in estimating quantities of materials, unit costs, and total costs of municipal projects;
- Strong knowledge of HRM Contract and Specifications for Municipal Services and Nova Scotia Road Builders Standard Specifications for Municipal Services;
- Knowledge of Provincial/Federal regulations and guidelines affecting municipal designs;
- Proficient in MS Office and other similar computer applications;
- Sound working knowledge of GIS, Hansen and City Works;
- Effective communication capabilities including writing and speaking skills;
- Possessing formal project management skills would be an asset;
- Proficiency in leadership skills.

Graduation from HRM’s Aspiring Leader’s Program is considered an asset, and completion of the program is equivalent to one year of leadership experience.

SALARY: Non Union, NU07, $82,900 - $107,280. Salary will be determined based on relevant experience and qualifications related to the specified pay band and job. Placement above the midpoint of the pay band is typically reserved for candidates who significantly exceed the minimum qualifications, such as those with exceptional experience, specialized skills, or demonstrated achievements relevant to the role. This ensures fair and consistent compensation practices across the organization.
