This position will provide expert advice, assistance, direct support and as required leadership in Departmental strategic and operational planning, program evaluation, and program design/redesign processes. In addition, this position will collaborate with technical information/measurement and communication experts throughout the department to support management reporting and organizational accountability processes. This position is responsible for the coordination of policy development within the Department of Housing, Land and Communities.
Duties will include but are not limited to:
- Support the design and implementation of efficient and effective policies, evaluate and revise policies on an ongoing basis to reflect changing needs and trends in delivering services;
- Assess, investigate and review significant trends, gaps and changes in priority issues by reviewing current literature, federal and provincial governing legislation and ensure consistency between program or service mandate, departmental responsibilities, accountability and duplication of services;
- Provide reports to the Director and Senior Management on program performance and program evaluation findings and, based on evidence, analysis, and current standards, make recommendations for modification to program or service delivery models or legislation;
- Provide analysis and recommendations to the senior management team on program or service delivery options in line with stated departmental objectives
- Provide leadership in the development of a departmental strategic plan, with components including the Departmental mission, vision, guiding principles for decision making, and 3-5 year goals;
- Design and lead collaborative processes through which to efficiently engage staff, volunteers, and partners in articulating the plan;
- Coordinate efforts with Results Measurement to ensure integration of measures, indicators and benchmarks in the Departmental Plan;
- Develop tools, communication and education resources;
- Provide expert technical advice, assistance, direct support, and as required, leadership to program evaluation projects;
- Develop evaluation frameworks, plans and models;
- Determine appropriate evaluation approaches and methodologies to meet evaluation objectives;
- Provide expert technical advice, assistance, and direct support to Directors and Managers in program design;
- Produce technical products such as program descriptions, logic models, implementation plans, and funding proposals;
- Coordinate implementation, provide education, and ensure system maintenance and monitoring
- Coordinate collection of key indicators, accomplishments, and financial expenditures to create department and corporate annual report;
- Facilitate the maintenance of a positive culture that supports the change process and development and implementation of policy priorities while supporting continued rollout and maintenance of policy initiatives;
- Facilitate and ensure a collaborative process for policy development and implementation inclusive of staff engagement and other stakeholders; and
- Other duties as required.
Minimum Qualifications:
- A university degree or equivalent
- Training in policy and program analysis, research methods (quantitative methods), program evaluation, and strategic planning;
- Education and training in the areas of land use planning, municipal governance, cost accounting, economic analysis or law would be an asset;
- Training in project management;
- Candidates should have extensive experience conducting research and providing advice to middle and/or senior management level.
- Experience interpreting or working with legislation.
- Extensive experience working with and facilitating teams.
- Have experience in the following areas:
- strategic planning,
- program design and development,
- performance monitoring and reporting,
- process improvement methodology such as Lean Six Sigma or other programs,
- policy development, project management,
- program evaluation,
- policy and program research,
- public presentations,
- team building and
- group facilitation.
- Demonstrated equivalencies will be considered.
- Demonstrate possession of:
- strong, interpersonal and collaborative skills,
- excellent oral and written communication skills,
- the ability to work comfortably in a complex and changing environment,
- ability to carry out complex analysis,
- ability to organize, plan and think strategically,
- a high level of analytical and research capability, and the ability to work as an integral part of a versatile team.
- Excellent time management and organizational skills;
- Ability to work independently and with others;
- Excellent interpersonal skills with ability to resolve conflict and demonstrate respect and sensitivity;
- Ability to work in a fast-paced environment with high level of flexibility;
- Proficient in Word, Excel, Power Point, Outlook;
- High knowledge and proficiency in the following areas: strategic planning; program and policy design, development, implementation and evaluation processes; performance monitoring and reporting; project management; team building and group facilitation; organizing and conducting large scale consultations;
- Demonstrate highly developed skills and knowledge: Strong management and leadership skills; Excellent skills in areas of facilitation, organizational, time management, conflict resolution, and written and oral communication; Excellent human resource management and budget management skills; and Excellent interpersonal and collaborative skills with an ability to plan and think strategically.
Other Qualifications:
- Graduate degree in a related field
- Certification with process improvement such as LEAN is an asset.
- Should have strong knowledge of the PEI government and policies.
- Should have knowledge of program and policy issues related to service quality and access.
