Position Summary

Reporting to the Supervisor, the Business Analyst plays a critical role in bridging the gap between business needs and technical solutions at the County. This position involves gathering and analyzing requirements, designing innovative solutions, and providing support for IT and business projects. The role also encompasses project management responsibilities, ensuring the successful planning, execution, and delivery of initiatives that align with organizational goals.

Core Accountabilities

Business Analysis

  • Collaborate with stakeholders to identify, analyze, and document business processes and technical requirements for new initiatives, systems or process improvements.
  • Evaluate existing processes and recommend enhancements to increase efficiency and service delivery.
  • Work with IT teams and within industry best practices and trends to create technology solutions that align with business objectives while assisting clients in developing performance metrics that support the County’s Strategic Plan and key performance indicators.
  • Facilitate workshops, meetings, and presentations to gather input and communicate progress to stakeholders.
  • Develop detailed business requirements, process maps, and technical specifications.

Project Management

  • Define project scope, objectives, deliverables, and timelines in alignment with municipal priorities.
  • Manage project resources, schedules, and dependencies to ensure successful delivery.
  • Identify potential project risks and develop mitigation strategies.
  • Track project milestones, prepare status reports, and communicate updates to leadership.
  • Ensure all project stakeholders are informed and engaged throughout the project lifecycle.

Technology Implementation

  • Support the implementation of County systems, such as ERP, GIS, and citizen service platforms.
  • Test system functionality to ensure alignment with requirements.
  • Provide user training and post-implementation support to ensure smooth adoption.

Collaboration

  • Act as a liaison between IT and various municipal departments to foster collaboration.
  • Advocate for IT best practices and ensure compliance with relevant policies and standards.
  • Contribute to knowledge sharing within the department.

General

  • Regularly communicate with stakeholders verbally and in written format to effectively convey ideas and information.
  • Apply excellent attention to detail, organizational, prioritization, and time management skills to meet deadlines effectively.
  • Use a strong aptitude for research, strategic planning, analysis, problem solving, and decision‐making during the course of duties.
  • Establish trust and maintain effective, collaborative working relationships across all levels of the organization.
  • Lead by example, by providing superior customer service as well as following and promoting industry best practices and County values and objectives.
  • Work in accordance with the requirements established by the Rocky View County Health and Safety Program and the Alberta OHS Act, Regulation and Code.
  • Take reasonable care to protect their health and safety and other persons at or in the vicinity of the worksite while they are working.
  • Perform other administrative duties and special projects as assigned.

Position Requirements

Completion of Degree in IT, Business Administration, or related, along with a minimum of 5 years experience in business analysis and project management, preferably within a municipal or public sector environment.

  • Certifications considered an asset include: Business Analysis certifications (e.g., CBAP, CCBA); Project Management certifications (e.g., PMP, CAPM); and ITIL Foundation certification.
  • Proficiency in Analytical Documentation: Skilled in preparing clear and concise documentation, including diagrams, flowcharts, analyses, findings, recommendations, reports, and presentations.
  • Simplifying Complex Concepts: Capability to distill and communicate complex business or technology concepts in a clear and understandable way for diverse stakeholders.
  • Proficiency in project management methodologies (e.g., Agile, Waterfall).
  • Systems Thinking: Ability to apply a holistic approach to identify interconnections and improve processes and outcomes.
  • Familiarity with tools like Microsoft Teams, SharePoint, Power BI, and ERP systems/technology background, and LEAN Certification.
  • Excellent planning, organizational, and time management skills.
  • Demonstrates knowledge of a municipal government organization and maintains a working knowledge of departmental rules, regulations, policies, procedures, and functions.
  • Demonstrates superior customer service skills to both internal and external customers.
  • Submission of a satisfactory criminal record check, evaluated by the County.
