About the role

What you'll do

Reporting to the Director of Infrastructure Projects Supply Chain & Procurement, this role is responsible for managing a team of procurement professionals engaged in supply chain strategy development, issuance, tendering, evaluation, negotiation, and award of a variety of contracts, typically up to values of $500M, for construction, services, materials, and major equipment required to execute Generation, Transmission and Distribution projects, including the North Coast Transmission Line Project, as well as sustaining our operations.

The successful candidate will manage either infrastructure procurement and/or corporate procurement, depending on their experience and the needs of the team.

Responsibilities include, but are not limited to:

*Provide project life cycle supply chain support to responsible business units acting as the key contact with business unit Senior Managers and/or Directors.

*Actively seeks out new and innovative procurement models to meet the needs of the business addressing the changing supply chain and business environment.

*Manage, coach and develop a team of procurement professionals, consisting of both union and professional staff, that is relied upon to deliver results. Builds an inclusive, productive, and engaged team by creating an environment that fosters teamwork and collaboration between employees, supply chain teams, contractors, and external service providers to support safe, high quality, on-time delivery of the work.

*Develop and deliver training, establish performance expectation, provide directions and owner’s oversight of strategies and sourcing events lead by external service providers. Accountable for the external service providers’ work quality.

*Accountable for delivering results with a high level of quality and consistency.

*Review/approve strategies, sourcing documents and support regulatory applications reflecting a wide range of project delivery models, contracting strategies and risks.

*Proactively stays informed of industry and market trends as well as change in law impacting BC Hydro’s business.

*Provide authoritative direction on policy interpretation and implementation ensuring intent is met while de-risking BC Hydro. Recommend policy changes to ensure business needs are met while adhering to rapidly changing/increasing regulatory and legal requirements.

*Ensure alignment and consistency and resolve operational issues with other supply chain teams.

*Identify and recommend contract and sourcing template improvements to reflect current environment and risk to BC Hydro.

*Respond to critical, time sensitive inquiries from all levels and areas of the business, including the Executive Team and Regulatory.

*Engages in consultative, strategic, high impact internal and external relationships in all relevant areas including legal, regulatory, government, other electric utility owners, industry associations and suppliers. Proactively and collaboratively manages relationships to address issues and changing requirements. Ensures team members develop necessary peer relationships.

*Develop and implement resource plan to support on-time delivery of the work.

What you bring

*A university degree in Engineering, Business, Finance or related field. A MBA would be considered an strong asset.

*A minimum of ten (10) years of related work experience in a unionized electric utility, manufacturing or industrial environment with a focus on project or people leadership in progressively more responsible roles.

*A professional designation in supply chain, finance, business, technical or a related field.

*An equivalent combination of education, training and experience may be considered.

*A proven track record of successfully building, leading and managing large, diverse teams and complex business requirements involving multiple stakeholders.

*Experience in delivering large complex infrastructure projects, preferably in the public procurement environment, with experience in various delivery models such as Design-Bid-Build, Design-Build, Early Contractor Involvement, Construction Management at Risk and collaborative models such as Progressive Design-Build and Alliance.

*Knowledgeable of various contract types and approaches such supply, supply and install, construction, consulting contracts ranging from simple direct awards to complex, multi-faceted, multi-staged, high value, politically sensitive, high-risk contracts, including with First Nations.

*Knowledgeable of the BCUC application process for Power System Projects.

*Experience in post award contract management for infrastructure projects would be considered an asset.

*Demonstrated exceptional communication, facilitation, negotiation, presentation and interpersonal skills.

*Strong business acumen and knowledge in all aspects of managing a business unit including finance, planning, asset planning, safety, human resources, change management, risk management and performance management, including how supply chain supports different areas of the business.

*Ability to establish a high level of rapport and communicate effectively with people in a variety of roles, e.g., executives, senior management, project managers, technical staff.

*Strong relationship management and influential ability to build an effective network of business contacts internal and external to BC Hydro to drive business results.

*Ability to promote employee development at an individual and organizational level by establishing clear expectations, providing feedback, and having difficult conversations.

*Ability to lead and operate within a frequently changing environment.

What else you should know

*This is a Full-Time Regular (FTR) M3 opportunity on the team based at Edmonds.

*Shortlisted applicants will be required to complete an online leadership assessment as part of the interview process.

*Please note this role is classified as a Hybrid role under the flexible work model, which currently includes a mix of working from home and working in the office. At present, this role is expected to work in the office a minimum of three days per week however at times it could be more frequent due to operational requirements and does require flexibility.
