Duties

🔹Manages the Environmental Management System (to applicable standards), Formation directives, and federal initiatives.

🔹 Develops and interprets environmental policies, legislation, and standards; advises management and staff on compliance.

🔹 Serves as subject matter expert; participates in working groups; prepares reports and briefings.

🔹 Inspects sites, facilities, and equipment; recommends corrective actions to reduce environmental impact.

🔹 Leads risk assessments, audits, and investigations; tracks non-conformances; recommends and monitors corrective measures; explores new green technologies.

🔹 Reviews requirements for environment-related work/services; oversees contractors to ensure compliance.

🔹 Contributes to business plans, specifications, and procedures to strengthen the environmental program.

🔹 Reviews project documents related to environment including Environmental Effects Determinations (EED), Soil Management Plans (SMP), Environmental Protection Plans, Etc.;

🔹 Reviews Specifications for adherence to internal environmental policy, EEDs, SMPs, and general environmental best practices;

🔹 Tracks soil movement within DND land as well as soil coming into and leaving DND land;

🔹 Review and advise on HAZMAT sampling plans;

🔹 Tracking of HAZMAT in-situ and removed during demo projects;

🔹 Manages single disciplinary projects including SOW, budgeting, and scheduling;

🔹 Liaise with other DND departments on behalf of RP Ops for Environmental Related issue/discussion;

🔹 Liaise with projects stakeholders including DCC, consultants, contractors and CAF members.

Intent of the process

The intent of this process is to fill two (2) positions on an indeterminate basis in Gagetown, NB. A pool of essentially qualified candidates may be established and may be used to staff identical or similar positions at the Department of National Defence.

EDUCATION

▶ The Minimum Standard Is

  • A secondary school diploma or employer-approved alternatives (see Note 1) and,

Note

  • The employer-approved alternatives to a secondary school diploma are:
  • A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or
  • An acceptable combination of education, training and/or experience.

Candidates who already meet both of the following criteria must be accepted as meeting the secondary school diploma requirement:

  • Candidates who have achieved a satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; and
  • Candidates who have been appointed or deployed for an indeterminate period to a position in the EG classification.

The opportunity to be assessed by at least one of the two employer-approved alternatives must be offered to candidates who have not previously met the secondary school diploma requirement.

Experience Essential Experience – Stream 1: Regulatory Expertise

♦ Experience advising on Canadian federal and Provincial environmental regulations, particularly related to the management of contaminated sites, waste management, environmental assessment and permitting.

♦ Experience in Environmental Assessments (EAs) and navigating regulatory frameworks including the Canadian Environmental Assessment Act 2019, permitting processes, and compliance monitoring.

Essential Experience – Stream 2: Soil management

♦ Experience in Environmental Site Assessments, Environmental Risk Assessments, contaminated sites remediation and soil management planning as they relate to the management of real property including but not limited to infrastructure, forestry and environmental applications.

▶ ASSET EDUCATION

Successful completion of post-secondary education specializing in relevant environmental technology OR an acceptable combination of education, training and/or experience.

  • Relevant technical fields include Biology, Ecology, Environmental sciences, Environmental management, Environmental, Civil, Geological or Forestry Engineering.

▶ OCCUPATIONAL CERTIFICATIONS

♦ Certified Engineering Technician/Technologist with Association of Science

♦ Engineering Technology Professional (ASET) Technician/Technologist Certification

♦ Project Management Certificate

♦ Professional Engineer (P. Eng.)

♦ Certified Technician (CTech) designation.

♦ Certified Engineering Technologist (C.E.T.)

Other Certification(s) that may apply and are not listed above.

▶ Asset Experience Both Streams:

♦ Experience in project management.

♦ Experience working in a multi-disciplinary engineering or technical environment.

♦ Experience providing technical guidance and recommendations to project teams for environmental risk mitigation and soil management.

♦ Experience working collaboratively with multidisciplinary teams including engineers, scientists, technicians, and government officials.

♦ Experience with environmental auditing and inspection processes.

♦ Experience in preparation of drawings using AutoCAD.

♦ Experience in contract administration.

♦ Experience in preparing construction specifications for public tender.

Stream 1 ♦ Experience liaising with regulatory agencies such as Environment and Climate Change Canada, the Department of Fisheries and Oceans, provincial ministries (NBDELG, NBDNRE), and municipal authorities.

Stream 2 ♦ Experience conducting or overseeing intrusive soil and groundwater investigations, environmental risk assessments, and developing soil management plans.

♦Experience in best practices for spill response, contaminated sites remediation, sustainable soil and groundwater management, in compliance with Canadian standards.

♦ Experience with relevant Canadian and Provincial guidelines (e.g., CCME Soil Quality Guidelines, CWS-PHC in soil, Atlantic RBCA)

♦Experience working with geographical information systems (GIS).
