The Senior Compliance Specialist will provide compliance oversight to ENMAX Energy Corporation (EEC), via the development, implementation, and continual improvement of a regulated Alberta Reliability Standards (ARS) and Operational Independent System Operator (ISO) Rules compliance program.
In this role, you will help maintain our compliance program, coordinate evidence collection, support audits conducted by the Alberta Electric System Operator (AESO) and ensure our business units understand and meet their compliance responsibilities.
Major Responsibilities:
- Monitor, interpret, and assess applicability of the AESO’s new and revised Alberta Reliability Standards (ARS) and Operational ISO Rules (ISO Rules).
- Coordinate cross-functional teams to interpret, develop and support implementation of engineering, maintenance, and operational requirements that impact the ARS and ISO Rules programs.
- Develop and maintain an Operational ISO Rule compliance monitoring program, which includes applicability assessment, evidence requirements, development of procedures, evidence tracking processes, implementation and roll-out of the program, and overall monitoring.
- Monitor, evaluate, report, and continually improve compliance activities, processes, and programs within EEC.
- Validate compliance evidence (including engineering reports, pi data, phone recordings, operator logs and activities, procedures, MOC’s, etc.) to ensure they meet ARS and ISO Rules requirements.
- Demonstrate ongoing assurance to the EEC leadership team that EEC generating facilities and equipment comply with all ARS & operational ISO Rule requirements.
- Maintain a collaborative relationship with the AESO and MSA, perform research and provide input on upcoming AESO initiatives to ensure alignment with EEC business and operational objectives.
- Monitor and track AESO regulatory activities, plans and proposals, and ensure that EEC effectively plans, budgets and implements processes for new regulatory requirements.
- Provide ongoing feedback to regulators on the practicality of implementing proposed ARS & ISO Rules.
- Monitor NERC activities, including standards development, compliance processes, working groups and conferences, etc.
- Coordinate internal investigations related to non-compliance including the preparation of self-reports and developing mitigation plans that prevent the future recurrence of events.
- Complete annual ARS self-certification submissions, ARS audits and internal audits.
- Collaborate with internal training teams to design, create, and deliver training and awareness activities necessary to achieve ARS and ISO Rules requirements.
- Create and maintain a Compliance Dashboard utilizing Maximo data and PowerBI.
Education Required:
- Degree in Engineering, Business, or related technical discipline. Equivalent combination of education and experience will be considered.
Qualifications:
- Minimum 10 years of related experience
- Demonstrated comprehensive understanding of regulatory requirements within the scope of ARS and operational ISO Rules and their impact on the Alberta Interconnected Electrical System (AIES).
- Experienced in creating, developing, and implementing compliance programs.
- Experienced with Enterprise Asset Management Systems (IBM Maximo).
- Previous experience in a compliance role involving AESO, AUC, MSA, and/or NERC.
- Ability to develop and implement procedures, along with strong technical writing skills.
- Strong proficiency in Microsoft Excel, Word, and IBM Maximo.
- Experience in identifying and assessing compliance related events and working collaboratively to conduct root cause analysis investigations and implementing corrective/preventive actions.
- Project Management experience involving cross-functional teams for regulatory requirements.
