About the role

Shared Health leads the planning and coordinates the integration of patient-centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

Position Overview

This role is primarily responsible for the for day to day operations management of Emergency Response Services (ERS) resources including the coordination, implementation, evaluation, and operational readiness of ERS vehicles, equipment, facilities, and supplies. The Manager ERS Operations will work with leaders across Emergency Response Services, service delivery organizations (SDOs), and internal/external stakeholders including areas such as Supply Chain Management, and Digital Health to ensure services are provided in a timely manner and supported as per service level commitments and standards.

The Manager EMS Operations will:

  • Work with zone leadership and SDOs to maintain operations by managing resources, such as vehicles, equipment, facilities, and supplies.
  • May be required to provide in person support to ensure equipment, assets and services critical to operations are safe for use and available for service.
  • Provide insight, information, and expertise on EMS resources such as vehicles, equipment, facilities, and supplies to zone and SDO leadership, to support relevant operational planning activities.
  • Coordinate, monitor, and plan preventative maintenance and repairs of all ERS infrastructure and assets in the zone to ensure resources, including vehicles, are safe for use and available for service.
  • Ensure routine safety inspections of ERS resources are performed.
  • Ensure appropriate levels of equipment and supplies are available.
  • Coordinate resource acquisition, maintenance, and distribution with Supply Chain Management, Digital Health, SDOs, and contracted service providers where required.
  • Ensure resource quality and patient safety.
  • Review, maintain, and action incident reports as appropriate.
  • Engage with Quality, Patient Safety, and Accreditation (QPSA) when needed to ensure patient safety.
  • Work collaboratively with a provincial team to develop standards, training plans, and introduce operational changes and improvements.

Experience

  • 3 years of operational experience in Emergency Medical Services (EMS), including:
    • 2 years of experience working with EMS vehicles, equipment, facilities, and supplies.
    • 2 years of experience working in a collaborative environment.
    • 2 years of experience working in a unionized environment.
    • Previous experience in health care planning is an asset.
    • Working with individuals from diverse cultural, social and ethnic backgrounds is considered an asset.

Education (Degree/Diploma/Certificate)

  • Post-secondary education in a related discipline such as health care, engineering, supply chain, health care administration, or business from an accredited educational institution.
  • Training and/or experience in customer service and patient relations is considered an asset.
  • An equivalent combination of education, training and experience may be considered.

Certification/Licensure/Registration

  • Valid Manitoba Class IV driver’s license.
  • May require use of a personal motor vehicle for regular travel within the province.

Qualifications and Skills

  • Knowledge of:
    • College of Paramedics of Manitoba Standards of Practice.
    • Scope of practice as documented in the Regulated Health Professions Act.
    • Manitoba Emergency Medical Response and Stretcher Transportation Act.
    • Manitoba Highway Traffic Act.
    • Personal Health Information Act (PHIA).
    • Applicable legislated acts.
    • Shared Health clinical protocols, care maps and associated documents.
    • Shared Health policies, procedures, guidelines and directives.
    • Indigenous cultural competence and safety.
  • Proficient and/or experienced in:
    • Use of Shared Health ERS and Digital Health technology, software programs, and equipment.
    • Supervising multiple trades and/or various support services employees is an asset.
    • Coordination of support functions such as: maintenance logistics; technical, safety training is an asset.
  • Ability to:
    • Communicate in both official languages for designated bilingual positions.
    • Communicate in multiple languages, including local Indigenous languages and other languages commonly spoken in the service area is considered an asset.
    • Demonstrate mid-level leadership capabilities, as defined by the LEADS in a Caring Environment framework.
    • Demonstrate strong mechanical aptitude.

Physical Requirements

  • Working conditions involve travel by multiple vehicle types, where inclement weather conditions are anticipated.
  • Must wear approved uniforms and footwear, protective clothing and equipment and must adhere to standards for the use of Personal Protective Equipment, including masks.
  • This role requires frequent lifting using proper body mechanics. The individual must have the ability to lift job-related equipment and supplies, using appropriate body mechanics.
  • Must be able to work safely in a typical computerized office environment with frequent meetings.
