The HVAC Safety Codes Officer II is a full working level technical role responsible for administering provincial safety code authority duties including inspection of the heating, ventilation and air conditioning systems and auditing for compliance with relevant codes and other legislation. This legislation includes the Safety Codes Act, the National Building Code (Alberta Edition), CAN/CSA B.149, Occupational Health and Safety Standards, and safety codes permit bylaw, as applicable to all structures.

You will exercise independent judgment and initiative to interpret established policies, procedures and regulations and make discretionary decisions of compliance with respect to requirements and responsibilities under the Safety Codes Act.

What will you do?

  • Conduct mechanical plans examination and review of permit applications for new or alterations of HVAC mechanical systems by assessment for compliance with bylaws, building codes and related reference documents, regulations and other municipal standards
  • Notify applicants of findings by appropriate correspondence and reports
  • Coach applicants to resolve issues related to a particular permit application and follow up on conditions and notices to ensure deficiencies are corrected
  • Create and issue permits including authority to withhold, suspend, revoke and extend permits through existing processes. Keep accurate records in POSSE
  • Grant detailed permits for construction to proceed at different stages as per submitted and approved plans
  • Consult with or assist other municipal working units, such as Development Approvals and Service Centre Staff, provincial authorities or associations on complex information such as : discuss code interpretations and applications in order to ensure a cohesive and user-friendly report when permits are granted or with expectations of further corrective actions when permits are not granted
  • Input relevant data, reports, correspondence and permits into POSSE and other data management systems used by the City
  • Provide signatures on permits for issuance
  • Training in other Safety Codes areas as business needs require.

Qualifications:

  • Completion of the twelfth (12th) school grade

HVAC Specifications:

  • Valid Journeyperson sheet metal worker certification recognized in Alberta and five (5) years of relevant experience in the building construction industry after receiving that journeyperson certification. OR;

  • Mechanical Engineering degree recognized in Canada and three (3) years of relevant experience in the building construction industry, at least one (1) of which must be completed after obtaining that degree

Fully completed relevant Safety Codes courses:

  • Registered as a Safety Codes Officer having satisfactorily completed training achieving certification as ‘HVAC ALL’ or equivalent(Group B Level 3) with Safety Codes Council in the Province of Alberta

Note: Candidates who are not fully qualified at the Safety Codes Officer II level may be considered at the Safety Codes Officer I level

Skills required for success:

  • Strong knowledge of standard methods, techniques, materials, tools and equipment employed in the Sheetmetal Worker trade with experience involving commercial and residential projects
  • Strong knowledge of the Safety Codes Act, National Building Code (Alberta Edition), CAN/CSA B.149, and referenced standards, City Bylaws and related policies, procedures and regulations as they pertain to HVAC systems. Must possess the ability to analyze and interpret legislation
  • Ability to recognize construction that does not meet the intent of the National Building Code (Alberta Edition) or hazardous conditions pertaining to the construction of HVAC systems
  • Determine HVAC system adequacy through review of plans or on-site inspections
  • Ability to analyze and interpret plans or designs prepared by applicants, architects and/or engineers
  • Verbal and written communication skills to interact and educate citizens, architects, engineers, developers, etc. about Safety Codes interpretations, applications and enforcement
  • Customer service focused with ability to work through a variety of customer needs with professionalism
  • Ability to explain technical concepts and interpretations in simple terms to citizens and homeowners
  • Manage multiple priorities and projects and effectively organize tasks
  • Work independently or contribute positively as part of a team
  • Adapt to changing priorities and circumstances
  • Ability to make impartial and transparent decisions in the application of Safety Codes
  • Proficient in the use of personal computers for data entry, plan review, communication with customers

Conditions of Employment:

  • Valid Alberta Class 5 driver's license (or provincial equivalent).You will be required to arrange your own transportation for use while on City business. Where appropriate, you will be reimbursed for expenses related to that travel in accordance with City of Edmonton policy. You will be required to obtain business auto insurance.
  • Hire is dependent on Police Information Check with Vulnerable Sector Check satisfactory to the City of Edmonton, and there may be a cost associated with this requirement
  • Compliance with the City of Edmonton's safety standards for Personal Protective Equipment (PPE), such as wearing steel toed boots, is a requirement for this position.

Work Environment:

  • This role requires the ability to climb ladders and work at heights.
  • Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance
