Responsibilities

PRIMARY PURPOSE

Provides specialized analysis and support to assist the Manager and senior staff in optimizing payroll operations. Audits payroll activities, provides training on operational improvements, conducts general ledger reconciliation, researches issues and trends, analyzes metrics and bargaining proposals, prepares reports, carries out designated project activities, and performs other related accountabilities that support operational efficiency in payroll.

KEY ACCOUNTABILITIES

Participates in meetings with Manager and senior staff at key intervals, engaging in discussion and planning of assignments to support operational efficiency and payroll projects. Provides input on operational methods and recommends improvements.

Assists Manager in ongoing maintenance of the Payroll roadmap, capturing emerging changes to plans, projects, initiatives, timelines, resourcing, status and related impacts.

Audits payroll activities to assess accuracy and compliance with practices, policies, procedures, processes, collective agreements, and legislative requirements. Alerts leaders to identified issues, recommends action to resolve, and provides input for performance management purposes.

Provides payroll staff with training on identified operational issues and improvements, and updates related training materials and documentation.

Reconciles general ledger, involving research, review of historical information, analysis of identified problems, and assessment/interpretation of facts to diagnose root cause. Alerts leaders to findings and recommends action to resolve.

Provides oversight of payroll activities during absence of advisory staff. Involves reviewing and signing off on payroll transactions, and following-up on corrective action with payroll staff.

Assists in development, analysis and reporting on KPI’s and metrics. Also assists in extracting trends to establish meaningful information to support operational improvements.

Coordinates and carries out designated project activities such as research, analysis, compiling/preparing materials, preparing status updates, scheduling and other related tasks that support project efficiency. Provides a wide range of support on payroll systems projects, including user acceptance testing.

Conducts review, analysis and costing on designated aspects of collective bargaining proposals. Discusses findings, observations and recommendations with Manager and Senior Payroll Advisor.

Maintains department online workspace by preparing and capturing updates related to user procedures, technology changes, and other department documentation.

Leads and facilitates in streamlining department processes to support efficient operations, and updates corresponding procedural guides and templates after approval from Manager/ Sr. Advisor.

Develops and maintains relationships with all levels of staff across the organization in order to support the optimization of payroll operations.

Qualifications

EDUCATION AND EXPERIENCE

The requirements for this job are acquired through completion of a post-secondary business program with emphasis on accounting practices, plus completion of Payroll Compliance Practitioner certification, and four (4) years of related experience through which a working knowledge of payroll function was developed.

OTHER REQUIREMENTS

Solid knowledge and understanding of payroll concepts and practices

Solid knowledge of accounting practices with ability to carry out general ledger reconciliation and investigate related issues

Solid coordination and administrative skills to support a wide range of payroll operational activities and projects

Solid interpersonal and communication skills to engage in planning discussions with payroll leaders, provide feedback and training to payroll staff, interact with staff at all levels across the organization, and to assist in writing of reports

Solid research, analytical and problem-solving skills to audit payroll activities, conduct research and analysis of transactions, payroll metrics, and collective bargaining proposals

Advanced skills on all of the relevant office applications, including word processing, power point and spreadsheet

Other Information

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

Work Schedule

37.5 hours per week.

Hybrid

This position offers the flexibility of working both on-site and remotely within B.C.

Rate of Pay

The salary for this position ranges from $69,600 - $104,400 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
