Progam Manager, Infrastructure & Strategic Initiatives
Reporting to the Manager, Infrastructure, Safety & Technology, the Program Manager is responsible for leading the strategic planning, design, implementation, commissioning and handover of Durham Region Transit's (DRT) capital infrastructure projects and strategic programs. This position oversees a capital portfolio spanning new operations and maintenance depots, bus terminals and facility upgrades, while leading Transit's sustainability mandate through the Electrification Program, and initiatives related to Durham Region's Climate Change Action Plan (CCAP). The incumbent will:

Lead the comprehensive planning and delivery of an integrated capital program to modernize DRT's infrastructure, balancing service needs and resources, and ensure assets are ready for safe, reliable operations

Advance strategic initiatives, sustainability and Electrification Program in alignment with the Region's strategic priorities, and achieve CCAP objectives and lifecycle value

Oversee Safety staff, embedding safety, regulatory compliance and integrated risk management across the infrastructure portfolio, and all project phases
-
Drive financial oversight, procurement strategy and transparent reporting to stakeholders and senior management, to enable effective decisions
-
Provide leadership, cross-department alignment and workforce readiness to enable successful handover and ongoing operations
-
Work in accordance with the provisions of applicable health and safety legislation and all corporate/departmental policies and procedures related to occupational health and safety
The successful applicant will possess:
-
Bachelor's degree in civil engineering, or a field relevant to the job functions or equivalent combination of education and experience. Advanced credentials (professional engineer, project management, asset management) are assets
-
Extensive progressive project and program management (preferably capital delivery in transit, transportation or municipal settings); experience pertaining to the adoption and implementation of new technologies and business processes; exposure to electrification or sustainable programs
-
Must hold or be working towards PMI (Project Management Institute) designation (or be able to obtain within 6 months if successful candidate)

Thorough practical knowledge of portfolio planning, project management techniques and methodologies, project planning, system analysis and design, business process re-engineering, performance management and understanding of change management techniques and tools

Direct experience with municipal transit operations and/or transit management practices and systems
-
Knowledge of emerging trends in capital planning and delivery, sustainable technologies, particularly within the transit industry, and associated infrastructure and information technologies
-
Advanced proficiency in MS Office, Visio and Project
-
Proficiency with project management software tools
-
Demonstrated expertise in developing and maintaining project charters, project plans, project timetables, estimates, budget and deliverable charts
-
Proven organizational, time management, project management, analytical and problem solving skills
-
Excellent written and verbal communication skills to effectively present and communicate complex technical information and recommendations to diverse groups of clients at all levels
-
A focus on consensus-building, and shared decision-making, where possible, as well as working collaboratively with diverse groups
-
Project Management Professional (PMP) certification is an asset
Management & Exempt Salary Grade 7
- Salary: $116,512 to $145,640 per annum

Durham Region Transit (DRT) is a integrated transit system operating in Durham Region, Ontario, Canada.
DRT operates conventional transit service, running over 50 routes spanning Newcastle and Orono to the east, Orillia to the north, and University of Toronto's Scarborough campus to the west. DRT also operates PULSE, a bus rapid transit service along the Region's main spine, Highway 2. DRT recently began its "On Demand" service in north Durham, where service runs only when requested by the customer. On Demand service connects rural residents in Brock, Uxbridge, and Scugog townships, as well as to Orillia and Lindsay.
DRT also offers door-to-door transit service for persons with disabilities.
