About Musqueam
We are traditional hən̓q̓əmin̓əm̓ speaking people. Today, we are a strong, growing community of over 1,300 members. We live on a small portion of our traditional territory, known as the Musqueam Indian Reserve, located south of Marine Drive near the mouth of the Fraser River. The name Musqueam relates back to the River Plant, the name of the plant is məθkʷəy̓. There is a story that has been passed on from generation to generation that explains how we became known as the xʷməθkʷəy̓əm (Musqueam) - People of the River Plant. We have always moved throughout our territory using the resources it provides for fishing, hunting, trapping and gathering. We remain distinct and our cultural practices are strong, despite the devastating impacts of residential schools, colonial laws banning our ceremonies, and other attempts to assimilate our people. Our lands and waters continue to support our cultural and economic practices while serving as a source of knowledge and memory, encoded with our teachings and laws. Position Summary:
Reporting to the Chief Administrative Officer (CAO), the Senior Director of Community Services is responsible for overall support and services to Musqueam community members. The Senior Director of Community Services is responsible for the day-to-day oversight of the departments wholly focused on services for community members, ensuring timely high-quality service while adhering to cultural values and traditions. This Senior Director of Community Services will provide oversight of various departments, including: Health, Primary Care, Social Development, Language, Employment and Training, Education, Child Care, Recreation Facilities, and Membership. This position requires a collaborative leader with experience in public administration, Indigenous governance, and community services.
This role is considered a Senior Management Role, and therefore may call on you to assist in additional duties related to the Senior Management Team when required.
Roles & Responsibilities
Leadership & Oversight:
- Provide leadership and guidance to assigned department leads.
- Build a strong team focused on community services, encouraging collaboration across departments to enhance service delivery.
- Ensure departments operate efficiently, delivering services aligned with community needs, organizational goals, and regulatory compliance
- This position will regularly provide reports to CAO, Council, and the assigned Committee. This role will be required to attend Chief and Council meetings/Committee meetings as assigned.
- This position will engage with the community and create methods of feedback to implement their feedback
- Conduct annual performance reviews for department heads, and assign annual goals to department heads in consideration of CAO and Chief/Council strategic direction
- Connect with various departments outside of their assigned direct reports to provide support and guidance as necessary
- Identify potential risks within the service delivery process and work with department leaders to mitigate these risks.
- Ensure that all departments operate in compliance with local, regional, and federal regulations, including health and safety requirements.
Service Delivery & Program Development:
- Monitor and assess community service programs across all oversight areas to ensure they meet community needs, cultural values, and professional standards.
- Work closely with department leaders to design, develop, and implement new programs or improve existing ones, with a focus on long-term sustainability.
- Ensure that service delivery remains consistent, culturally relevant, and responsive to changing community requirements.
- This position will be required to host community events, and regularly connect with community members and staff to review program and service delivery.
Strategic Planning & Policy Implementation:
- Support the CAO in implementing the strategic plan, with a focus on service delivery.
- Assist in policy development and ensure that all policies align with the community's vision and operational goals.
- Monitor the impact of policies and programs, making recommendations for improvement where necessary.
Budgeting & Financial Management:
- Oversee the development of department budgets, ensuring alignment with the organization's financial goals and priorities.
- Collaborate with the finance team to ensure the prudent management of resources and to meet reporting requirements.
- Regularly encourage and apply for available funding.
Other duties as assigned
Knowledge, Skills, and Abilities
- Bachelor’s degree in Public Administration, Business Administration, Social Sciences, or a related field. A Master’s degree is an asset.
- Minimum of 5-7 years of leadership experience in public administration, social services, or community governance, preferably within an Indigenous context.
- Experience in managing multiple departments with a focus on service delivery, program development, and cultural relevance.
- Strong understanding of Indigenous social services and social work, governance, community dynamics, and cultural practices.
- Ability to integrate community feedback and cultural priorities into service delivery and program planning.
- Successful Criminal Record Check
- Valid driver’s license, access to a vehicle for work purposes
Working Conditions
- Work is performed in an office environment
- Additional hours of work will be required for after-hours Council and Committee meetings as assigned.
- Evening or weekend work may occasionally be required, depending on community needs or project timelines.
