Job Summary

Municipal Planning and Permitting Specialist facilitates the attainment of all concurrence and approvals required for proposed new communications installations in a given municipality and acts as the bridge between the client, the project team and local government agencies

Typical Duties

Research communication facility siting requirements for new proposed sites

Contact and establish rapport with key individuals in local jurisdictions to determine permitting and submittal requirements Work with internal and external resources to source all required information and documentation for submissions Prepare and submit complex applications to municipal, provincial and/or federal government agencies Occasionally attend zoning board hearings, city council meetings, or planning commission reviews to present projects and answer community or board questions Monitor the status of submitted applications, manage timelines, and expedite where possible to prevent project delays Calculate and process permitting fees associated with applications Track tasks and progress in a systematic way, providing timelines for completion Provide regular updates and attend update calls/meetings as required Manage all project documentation in an organized and systematic way Proactively and concisely communicate with all stakeholders in a timely fashion

Required Education, Experience and Skills

Bachelor’s Degree in Urban Planning, Geography, Public Administration, Civil Engineering, Construction Management, or a closely related field 2 to 5 years of experience in municipal planning, site acquisition, or construction permitting (with experience specifically dealing with cell tower sites, fiber optics, or utility infrastructure being highly desirable) A proven track record of successfully navigating local zoning laws, municipal ordinances, and building code requirements across multiple jurisdictions Expertise in compiling complex, multi-layered application packages and drafting formal requests for variances, special use permits, or zoning appeals. Excellent interpersonal skills to create alignment between multi-disciplinary internal teams and external stakeholders Registered Professional Planner (RPP) designation (or eligibility for RPP certification) with Licensed Professional Planners Association of Nova Scotia (LPPANS) is highly desired

Ability to independently analyze and solve problems in a timely fashion Demonstrated ability to advance projects independently with little direct oversight Strong technical, written, and verbal communication skills Strong experience with Microsoft Office Products (Excel, Word & PowerPoint mainly)
