ABOUT THE ROLE
This position is responsible for providing strategic advice and resource to the Commissioner. Provides leadership, overall coordination, and integration of corporate and departmental programs and initiatives. Provides strategic oversight of planning and change management activities relevant to the implementation of Integrated Services Plan priorities. Manages government relations and communications, provides advice and coordinates strategic briefings to the CAO and Chair’s Office for the Commissioner. Participates in labour relations matters, collective agreement negotiation strategies, and restructuring initiatives.
WHAT YOU'LL BE DOING
- Acts as a strategic advisor to the Commissioner.
- Responsible for department strategic planning initiatives including, providing leadership to development, implementation and monitoring of Human Services Plan, ensuring alignment with and support for Corporate Strategic Plan, Council priorities and Provincial directions in collaboration with Branches.
- Provides on-going leadership, overall coordination, change management planning and implementation, and integration of cyclical and ad-hoc departmental initiatives.
- Directs and oversees departmental initiatives to support stronger integration between human services programs and services in the department and with key external stakeholders.
- Takes key leadership role in the Department Emergency Operation Centre during emergencies as per Department Emergency and Business Continuity Plan; oversees Commissioner’s Office business continuity plan.
- Develops systems and processes to ensure the Commissioner is informed of strategic issues that require ongoing attention and/or planning.
- Provides key administration and implementation guidance for the Corporate culture and well-being initiatives to the Department, provides recommendation to the Commissioner in implementation and evolving of corporate strategy for the department by working within the Department Leadership Team (DLT).
- Partners and consults with the DLT to develop the leadership for department Diversity Equity and Inclusion Group; responsible to developing and managing implementation of strategy and goal setting process under the Corporate umbrella.
- Working under the corporate strategy, consults with Branch leaders to understand their leadership and management development needs to support succession planning and develops departmental strategies.
- Aligned with corporate direction, fosters building of strategic capabilities, skills, and learning mindsets required for the departmental needs.
- Provides leadership to strategic and long-term planning activities based on research/analysis of Regional initiatives, community needs, provincial initiatives and legislative requirements.
- Provides briefings to the Commissioner on current and anticipated issues and strategic opportunities, provides research and analysis on pertinent issues, develops policy or makes recommendations for appropriate action to the Commissioner. Develops and implements work plans for program policy and development strategies, ensuring strong linkages with other Departments, local municipalities, and other stakeholders.
WHAT WE'RE LOOKING FOR
- Successful completion of a University Degree in Business or Public Administration, Policy, Social Sciences, Humanities or a related field or approved equivalent combination of education and experience.
- Minimum seven (7) years demonstrated experience in a public sector environment with experience and responsibilities for policy/program initiatives and analysis, project management, change management strategies and research, and minimum of three (3) years of direct supervisory experience.
- Comprehensive knowledge of the relevant legislation and regulations with the ability to communicate the legislative significance and relevance to the work practices.
- Demonstrated political acumen, discernment, and ability to negotiate, mediate, facilitate and present information to a varied audience.
- Demonstrated experience and ability to lead or participate in cross-functional teams, foster cooperative and collaborative working relationships and to take multi partner projects to successful completion.
- Excellent interpersonal skills and ability to connect with a range of internal and external stakeholders while focusing on fostering collaborative work relationships.
- Strong policy and program development skills, including research techniques, advanced facilitation skills and demonstrated ability to build consensus across organizational lines.
- Demonstrated ability in the Region’s leadership core competencies.
