The Audit and Financial Investigations Branch is seeking a Senior Forensic Investigator to join our team. In this role, the Senior Forensic Investigator is responsible for conducting complex financial and special investigations into licensees and applicants across Ontario’s gaming, alcohol, and cannabis sectors. The Senior Forensic Investigator will play a critical role in ensuring compliance with the AGCO’s regulatory framework and safeguarding the integrity of these industries in the public interest.

In this role, the successful candidate will:

  • Plan and conduct financial and special investigations into suspected violations of the Gaming Control Act, Liquor Licence Act, and Cannabis legislation.
  • Apply financial data analytics and investigative tools to detect anomalies, develop intelligence profiles on high-risk entities or sectors, and identify potential indicators of fraud or non-compliance.
  • Use data visualization tools (e.g., Power BI, Excel, or specialized forensic software) to present findings in a clear and actionable format.
  • Contribute to the design and refinement of data collection and reporting tools (e.g., templates, dashboards, or automated reports) to improve investigative efficiency.
  • Execute enforcement actions such as assisting with search warrants, collecting records, and ensuring chain of custody of evidence.
  • Prepare investigative reports that are admissible as evidence in regulatory proceedings.
  • Provide testimony as an expert witness in hearings and court.
  • Guide auditors who occasionally assist with investigative work, ensuring consistency with forensic standards.
  • Stay current with investigative techniques, forensic accounting practices, and enforcement-related regulatory developments.

The ideal candidate will have:

  • A professional accounting designation (e.g., Chartered Professional Accountant – CPA) and a forensic accounting designation or certification (e.g., Chartered Accountant, Investigative and Forensic Accounting – CA·IFA; Certified in Financial Forensics – CFF; Certified Fraud Examiner – CFE; or Master of Forensic Accounting – MFAcc).
  • Comprehensive knowledge of auditing, gaming, and accounting with emphasis on investigative/forensic accounting.
  • Strong knowledge of forensic accounting practices, regulatory investigations, due diligence reviews, and ability to provide expert testimony.
  • Knowledge of corporate governance structures, processes, and control environments for companies and not-for-profits.
  • Knowledge of Gaming Control Act, Liquor Licence Act, Wine Content Act, related Regulations, Terms and Conditions, Criminal Code, trust/charity legislation, and Registrar’s Standards for Gaming.
  • Knowledge of investigative/forensic accounting best practices.
  • Knowledge of operators/registrants in the industries and regulatory bodies in other jurisdictions.
  • Awareness of the public and political environment surrounding regulated industries and its impact on oversight and decision-making.
  • A valid Ontario Class G driver’s licence and the ability to travel throughout the province as required.
  • The successful candidate must be eligible to work in Canada and will be subject to a criminal background check.
