As Infrastructure Planning Engineer, you will provide technical expertise and project leadership in the areas of waste management and waste diversion infrastructure. You will provide a key leadership role for change and innovation to ensure that Waste & Recycling Services (WRS) infrastructure will accommodate changing levels of service, projected population growth, meet current/future regulatory standards, and achieve capital and operational efficiency targets. You will directly support the planning of WRS infrastructure through all stages of the planning process, including long range planning, site master planning, landfill gas, stormwater management, and capital budgeting. Primary duties include:

  • Undertake feasibility level studies and conceptual designs of WRS infrastructure for possible future implementation as well as development of objectives and criteria for the conceptual performance of WRS infrastructure to meet WRS strategic goals.
  • Lead various activities through the capital investment planning process including assessing infrastructure needs and gaps, undertaking planning studies, scoping capital projects and programs, developing business cases, and managing the design phase in accordance with corporate project management standards.
  • Develop Terms of Reference and Specifications and direct consultants involved in studies and projects related to WRS infrastructure.
  • Report on projects including progress reports, tangible capital assets, and work breakdown structure.
  • Support the Capital prioritization process and development of business cases for Capital investments.
  • Integrate input from asset management and continuous improvement practices into WRS' capital investment planning process.
  • Monitor industry trends in material recovery facilities, waste-to-energy, landfilling, leachate treatment and landfill gas treatment technologies, and investigate the potential benefits of applying new technologies within The City's infrastructure.
  • Promote and support innovation in diversion technologies and strategies across business units.

Qualifications

  • A degree in Engineering and at least 4 years of relevant professional engineering experience obtained after receiving your P. Eng. designation and a current licensure as a Professional Engineer with the Association of Professional Engineers and Geoscientists of Alberta (APEGA) complete with practicing status OR licensure and practicing status by the first day of work.   • A valid Class 5 Driver's License (or provincial equivalency) with no more than 6 demerits OR a Class 5 Graduated Driver's License (GDL) with no more than 4 demerits, and no current charges or suspension pending is required.
  • Previous experience with project management and/or asset management will be considered an asset.
  • Knowledge in waste and recycling processes and related infrastructure is considered an asset.
  • Success in this position requires strong communication skills, demonstrating initiative, working effectively with others, critical and analytical thinking and decision making.
  • Strong analytical skills, accuracy and attention to detail are essential.

  • This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. Such arrangements are based on the operational requirements of the position and employee suitability and are subject to change based on operational needs and corporate direction.

Days of Work: This position works a 5 day

work week earning 1 day off in a 3 week cycle.
