About the role

Position Summary The Vice President, People, Performance and Culture leads the development and implementation of PRPA’s strategies related to employee experience, organizational culture, and workforce effectiveness. The role ensures PRPA attracts, develops, and retains top talent, fosters an inclusive and high-performance culture, and strengthens the organizational capacity needed for future

growth.

This role is integral to advancing PRPA’s strategic priorities by creating a culture of inclusion and accountability, driving employee engagement, and ensuring people practices support both organizational performance and employee success. Guided by PRPA’s core values of integrity, sustainability, teamwork, diversity, and innovation, the Vice President will deliver strategic

leadership in people, performance, and culture.

Position Accountabilities Strategic Leadership and Organizational Design

  • Shape and deliver PRPA’s human resources strategy, ensuring alignment with organizational priorities and values.
  • Lead initiatives that strengthen organizational capacity, adaptability, and effectiveness to support long-term success.
  • Drive change management strategies that enable cultural evolution, employee engagement, and operational excellence.

Culture, Inclusion & Employee Experience

  • Foster an inclusive, values-driven culture that promotes employee engagement, accountability, and high performance.
  • Champion diversity, equity, and inclusion initiatives that strengthen PRPA as an employer of choice.
  • Monitor organizational culture and morale, recommending and leading initiatives that enhance the employee experience.

Talent Strategy & Total Rewards

  • Lead workforce planning, talent acquisition, succession management, and leadership development to ensure PRPA has the people and skills required for future success.
  • Oversee performance management frameworks that align individual contributions with organizational priorities and support employee growth.
  • Provide strategic oversight of compensation, benefits, and recognition programs to ensure fairness, competitiveness, and pay equity.

Health, Safety & Wellbeing

  • Provide executive oversight of PRPA’s Health & Safety department, ensuring compliance with legislation and industry standards.
  • Champion initiatives that strengthen workplace safety culture and embed health, safety, and wellbeing as core organizational priorities.
  • Ensure employee wellness programs are integrated into PRPA’s overall people strategy.

Team Leadership and Development

  • Lead, mentor, and develop the human resources functions to deliver high-quality, strategic HR services.
  • Build a function that is data-driven, innovative, and continuously improving.
  • Represent the HR function at the executive level and contribute to enterprise-wide strategy and decision-making.

WORKING CONDITIONS

  • Work predominately in an office environment.
  • Regular, full-time position (37.5 hours per week). Regular working hours are Mondays to Fridays, 8:00 am to 4:30 pm with 1 hour lunch break (unpaid).

JOB SPECIFICATIONS Formal Education

  • Preference for a post-graduate degree in Human Resources, Business Administration, or Commerce. Alternatively, a Bachelor’s degree with a breadth and depth of relevant experience will be considered.
  • Master’s degree or professional designation is an asset.

Related Experience

  • A minimum of 10 years of progressive senior leadership experience in human resources, organizational development, or people and culture.
  • Proven success in developing and executing people strategies that strengthen culture, employee experience, and organizational capability.
  • Demonstrated experience in leading workforce planning, talent management, succession planning, and leadership development initiatives.
  • Comprehensive knowledge of compensation, benefits, and total rewards programs, with a track record of ensuring fairness, competitiveness, and compliance.
  • Strong record of leading organizational transformation, including change initiatives, HR systems implementation, or cultural renewal.

  • Strategic thinker with the ability to align people strategies with business priorities and long-term organizational objectives.
  • Exceptional leadership, interpersonal, and relationship-building skills, with the ability to foster trust, inclusivity, and collaboration across all levels of the organization.
  • Strong communication and influencing abilities to engage effectively with employees, executives, the Board, and external partners.
  • Demonstrated capacity to use data and workforce analytics to drive evidence-based decision-making.
  • Knowledge of federal and provincial employment legislation, health and safety regulations, and HR best practices.
  • Proven ability to manage complex projects, competing priorities, and multiple stakeholders in a dynamic environment
  • Able to obtain security clearance under Transport Canada's Security Clearance Program.

The base salary range for this role is $210,000.00 - $240,000.00
