Who you are
You are an accomplished security professional with experience leading security programs in complex, high-risk, or highly regulated environments. You understand the critical importance of trust, integrity, and public safety, which are values that are foundational to the Canadian Nuclear Safety Commission (CNSC) and its role as Canada’s independent nuclear regulator.
You bring strong leadership, sound judgement, and a proactive approach to managing risk. You are skilled at building relationships with diverse groups, including technical experts, operational staff, executives, and external partners. You have experience navigating sensitive issues, interpreting policy, and managing security operations involving sensitive and protected information.
You are comfortable reporting to and supporting a Chief Security Officer (CSO) and can translate technical or policy heavy security concepts into clear, strategic advice. You lead teams with respect, transparency, and accountability, and you promote a modern, inclusive, and security aware workplace culture.

What you’ll do
Reporting to the Chief Security Officer (CSO), you will lead core functions of the CNSC’s corporate security program, ensuring alignment with Government of Canada security policies and the CNSC’s mandate as a risk informed nuclear regulator. You will oversee a team of professionals delivering services in Personnel security, IT security (including Security Assessment & Authorization – SA&A), and Security awareness and training.
You will guide the development, coordination, and modernization of the CNSC’s security programs, ensuring that risks are assessed, controls are implemented, and compliance obligations are met. You will provide clear, strategic recommendations to the CSO and senior leaders, helping inform decisions that support secure operations across the organization.
You will lead the SA&A program, working with IT and program areas to ensure digital systems meet security control requirements and support secure, modernized solutions. You will manage the security awareness program, developing training and communications that strengthen security culture across the CNSC. You will oversee personnel security operations, ensuring timely, consistent screening decisions aligned with federal standards and advising the CSO on trends, risks, and improvements.
You will collaborate with internal partners—such as HR, IT, Regulatory Operations, Legal Services—and with external counterparts across the Government of Canada, including TBS, SSC, CSIS, and the RCMP. You will support audits, compliance activities, and internal control reviews, and contribute to the continuous improvement of security policies, processes, and systems.
In all aspects of the role, you will strengthen the CNSC’s security posture, support the CSO in strategic planning and program oversight, and help ensure that the organization remains secure, resilient, and capable of fulfilling its mandate on behalf of Canadians.
Essential Qualifications:
Education:
University degree in security management, computer science, public administration, political science, criminology, information security, business administration, or a related field.
Language Requirements:

Experience:

Experience managing security programs in alignment with Government of Canada security requirements.

Experience leading a team, including planning, assigning work, coaching, and performance management.

Experience managing Security Assessment & Authorization (SA&A) activities.

Experience providing strategic security advice or recommendations to senior management on risks, audits, compliance issues, or mitigation strategies
Knowledge of:

Knowledge of the Government of Canada Policy on Government Security (PGS) and related directives.

Knowledge of IT security principles, including Security Assessment & Authorization (SA&A), security controls and relevant Government of Canada security requirements.

Knowledge of risk management principles.

Knowledge of the roles and responsibilities of federal security partners, such as TBS, SSC, CSIS, and the RCMP, and how they relate to departmental security governance
Ability:
- Ability to build and maintain effective working relationships with internal stakeholders, law enforcement, and security partners to facilitate collaboration and coordinated responses.
- Ability to communicate in a clear precise manner, advising senior management and government executives on security trends, risks, and emerging threats, providing clear and actionable guidance
- Ability to collaborate with management on security and risk-related decisions, presenting clear, actionable recommendations to ensure the safety and continuity of business operations.
