Job Summary

CMHA Ontario is seeking aProgram Manager, Cybersecurity, to establish a data and security governance program for the CMHA Ontario Network including risk management and business continuity. The role would support CMHA Ontario and our branches to establish a cyber program that is consistent across the network and leverages industry best practices to ensure cyber security, incident management and business continuity.

Core Responsibilities

Branch Support

  • Collect and collate policies and processes around data and security governance, risk management and business continuity.

  • Working with provincial resources, develop a cyber security governance model for the CMHA Ontario branch network.

  • Facilitate the implementation and maintenance of the program across the CMHA branch network.

  • Assist CMHA Ontario branches in completing the NIST assessments through the Ontario Health platform.

  • Working with others at CMHA Ontario and across our branches, develop and maintain a library of cyber security policies and Standard Operating Procedures (SOPs) for the CMHA branch network.

  • Guide CMHA Ontario branches in the implementation and maintenance of critical safeguards to ensure cybersecurity.

  • Coordinate cyber security incident response training and exercises.

  • Develop templates and tools to support incident management and business continuity.

Operations and Administration

  • Maintain documentation including status updates, decisions, actions and risks.

  • Participate in and coordinate engagement with Ontario Health, local delivery groups and other stakeholders to align CMHA Ontario’s cyber activities with industry leading practices in cyber security.

  • Assist with the identification and engagement of vendors to deliver cyber security training and testing (e.g., tabletop exercises).

  • Oversee completion of deliverables and risk management/mitigation activities.

  • Prepare materials for reporting to leadership, the CMHA Ontario branch network and other stakeholders.

  • Ensure the program meets funding and reporting requirements.

  • Attend team meetings; identify opportunities for collaboration and partnerships.

  • Assist with the creation of communication materials related to cybersecurity.

  • Contribute to the development of funding requests for capital and base funding related to cyber security.

  • Coordinate with CMHA Ontario branches to ensure implementation and maintenance of a cyber program locally and completion of necessary assessments.

  • Contribute to the development, planning and progression of cyber maturity roadmaps for the CMHA Ontario network.

Skill-Based Competencies

  • Knowledge and experience working with information technology infrastructure, system management, privacy, and cybersecurity (minimum 3 years).

  • Program management certification or demonstrated experience managing programs or projects.

  • Implementation experience across a complex network of organizations.

  • Experience in the health care sector, IT privacy, and security is preferred.

  • Experience working with non-governmental organizations and government agencies, and knowledge of the healthcare environment in Ontario is an asset.

  • Strong, independent work ethic and comfort working with teams and a diverse range of stakeholders.

  • Superior verbal and written communication skills and strong interpersonal skills.

  • Computer proficiency, including Excel, Word, PowerPoint, and SharePoint.

Salary

Hiring Rate: This position pays between $81,124.71 and $83,539.88 per annum, based on a 35- hour work week.

The salary grid for this role ranges between $81,124.71 at Step 1 and $91,228.95 at Step 5. The initial salary offered for this position is anticipated to fall between Step 1 and Step 2 of the salary grid as posted above as the hiring rate.

The successful candidate will be eligible for a comprehensive benefits package that includes pension through HOOPP, life, health, and dental insurance, exclusive paid time-off and opportunities for professional development.

Working Conditions

This is a full-time, special funded contract position for up to 24 months, working standard office hours (currently 35 hours/week). This position is based in Toronto, Ontario and may require regular travel. We are currently operating within a hybrid model, with colleagues working from the office at least 3 days/week and from home up to 2 days/week.

This position is also a desk job with extended periods of sitting, reading, telephone interaction, and working at the computer. This position involves some moderate lifting, shipping, and handling. Attendance at various meetings throughout the workday/workweek will be required; meetings may occur on short notice, depending on the circumstances.

This position is an active and open vacancy within the OPSEU Bargaining Unit.

As a condition of employment, the successful candidate will be required to maintain and submit proof of full COVID-19 vaccination.
