- Lead a team of specialists delivering geotechnical services that support the evaluation, design, and rehabilitation of highway pavement systems across the Northeast Region.
- Plan and coordinate the annual pavement condition evaluation program, ensuring data-driven decisions for infrastructure renewal.
- Manage the sourcing and preservation of engineering materials, including oversight of aggregate groups, pits, and quarries essential to highway construction and rehabilitation.
- Oversee procurement and contract management for engineering consulting services to support Ministry program delivery.
- Prioritize and coordinate work programs to meet Ontario's highway rehabilitation targets and ensure alignment with regional and provincial infrastructure priorities.
- Collaborate with head office teams to implement innovative technologies, products, and practices that enhance pavement management and highway construction.
- Participate in management and technical committees focused on highway infrastructure management.
Meet Your New Team
The Transportation Infrastructure Management Division leads the development of policies and standards for managing Ontario's highway network.
The Engineering Program Delivery office is responsible for the coordination of all aspects of the planning and design of provincial highways in Northeast Region. This office is comprised of staff in the fields of project management, highway design, geotechnical engineering, structural engineering, traffic engineering, and environmental planning. The Engineering Office manages the planning and preliminary design associated with new highways, highway expansion and projects that include the preparation of construction contracts for highway improvements.
What you bring to the team
Mandatory
- Professional Engineering License: You are licensed by Professional Engineers Ontario (PEO).
Leadership Experience
- Strategic Direction: Experienced in setting priorities and aligning work plans with divisional and corporate goals, including Ontario's highway rehabilitation programs.
- Resource Management: Proven ability to manage budgets, human resources, and labour relations while ensuring compliance with legislation, policies, and collective agreements.
- Organizational Development: Committed to building capacity through recruitment, performance management, and values-based leadership.
- Team Leadership: Skilled in guiding a multi-disciplinary team of technical specialists through coaching, feedback, and inclusive leadership.
Technical Expertise
- Geotechnical Engineering: Demonstrated knowledge in soil mechanics, pavement design, highway construction and maintenance, and laboratory testing.
- Infrastructure Rehabilitation: Skilled in assessing pavement condition and managing the sourcing and preservation of engineering materials, including aggregates, pits, and quarries.
- Cross-Disciplinary Knowledge: Understanding of related engineering fields such as highway planning, design, and operations.
- Standards & Specifications: Familiar with quality assurance procedures and specifications for pavement reconstruction and rehabilitation.
Program Management
- Program Delivery: Experienced in planning and coordinating annual work plans, pavement evaluation programs, and multi-year infrastructure initiatives.
- Budget Oversight: Knowledgeable in fiscal planning and performance budgeting, with the ability to monitor and report on allocations.
- Technology & Innovation: Skilled in evaluating engineering methods, materials, and testing techniques to ensure use of current technologies.
- Procurement & Contracting: Able to oversee acquisition of consulting services and manage contracts to support program delivery.
Communications and Relationship Management
- Stakeholder Engagement: Skilled in building effective relationships with internal and external partners, including senior officials, contractors, municipalities, and Indigenous communities.
- Consultation & Negotiation: Strong communication and presentation skills to promote consensus, negotiate agreements, and provide expert advice.
- Representation: Experienced in representing the ministry on technical and management committees focused on highway infrastructure.
