Summary Of Duties Reporting to the Manager, Epidemiology & Evaluation, the Epidemiologist shall work with stakeholders to leverage data to enhance evidence-based decision making and contribute to the understanding of the health status of Hamilton’s populations, including the need for and delivery of public health services. The epidemiologist shall conduct epidemiological surveillance on a wide array of health determinants; and initiate, plan, design, coordinate, implement, communicate and evaluate projects across public health services.

GENERAL DUTIES

Provides epidemiological leadership and expertise in multiple team environments across Hamilton Public Health Services (PHS) and external partners.

Develops, proposes and analyses epidemiological and other related indicators. Identifies where data gaps exist and proposes solutions.

Monitors community events and trends by locating and assembling data, analyzing data to extract insights and generating actionable intelligence through reports, presentations and data visualization.

Manages evaluation projects relevant to applied public health research or outbreak management, which includes literature reviews, planning methodology, designing surveys, data collection, data management and analysis, and preparing reports to inform.

Provide epidemiological expertise and data analysis in the management of communicable disease outbreaks and in response to potential or actual health hazards.

Manages the coordination of health status data collection activities across various data sets. Develops and applies quality assurance methods and production standards for epidemiological analysis and reporting.

Develops and provides Community Health Status information for use by PHS programs, by performing epidemiological analysis, interpreting data, knowledge translation and knowledge brokering. Promotes and facilitates the use of epidemiological evidence by providing and integrating health status information in program and service planning, monitoring and evaluation.

Collaborates extensively within PHS and/or within the community to disseminate or support dissemination of information and intelligence.

Prepares and delivers presentations on health status and epidemiological issues for staff, the public and external agencies, as required.

Provides consultation, training and support to PHS staff on research, health status information, epidemiological, statistical, survey and evaluative methods. Provides leadership in supporting team members at various levels to disseminate information and intelligence.

Works with PHS program staff, applying knowledge translation techniques, to ensure that the evidence and information is used to inform program planning, implementation and evaluation.

Demonstrates customer service by focusing and meeting the needs of public health programs.

Liaises with provincial ministries, health units, research and information organizations, other city departments, external agencies and partners to provide access to current epidemiology and health status knowledge and for collaborative epidemiological research.

Represents PHS on designated municipal, community or provincial committees.

Tutor or consult for professional students in affiliated universities.

Works in accordance with the provisions of applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures related to Occupational Health and Safety.

Perform other duties as assigned which are directly related to the responsibilities of this position.

Qualifications

  • Master's Degree in Epidemiology that included courses/experience in outbreak/health hazard management or equivalent. Demonstrated knowledge and skills in public health epidemiology such as surveillance, health informatics, data analytics, data visualization, program planning, communication, knowledge translation, implementation and evaluation, health promotion strategies, population health assessment, theoretical models including forecasting, research and policy analysis.
  • Minimum 2+ years of experience in job specialty is preferred.
  • Excellent and demonstrated problem solving, strategic thinking and facilitation skills.
  • Excellent team orientation and strong interpersonal skills.
  • Experience and demonstrated skill in outbreak/health hazard management.
  • Experience and demonstrated skill in project management.
  • Strong knowledge of applied statistics (descriptive and inferential statistics, regression, cluster analysis, spatial statistics, experience with survey design and analysis of survey data, including weighting of samples, and predictive modelling).
  • Computer, data visualization and data management skills: ability to design and analyze databases, including statistical analysis (e.g. STATA, R, Power BI, Microsoft Office including advanced knowledge in Excel, or related programs).
  • Demonstrated ability to work in a variety of interdisciplinary teams.
  • Excellent verbal and written communication skills, including report writing, knowledge translation and data visualization.
  • Eligible for academic appointment with McMaster University, University of Guelph or another academic institution.

NOTE: The successful candidate will be required to provide immunization records, which may include TB testing prior to the start of employment to meet the requirements of Policy HSW-01 Staff Proof of Immunity to Vaccine Preventable Diseases.
