Institutional Analyst

Start Date: As Soon As Possible

Salary Range: $60,273.69 to $81,546.75

Location: 7 Fultz Campus

Monday to Friday, 8:30 am to 4:30 pm (35 hours/week)

Reporting to the Manager, Institutional Analysis, the Institutional Analyst is responsible for organizing, manipulating, and interpreting data used to measure, assess, and report on institutional performance. The position will be responsible for managing datasets and reporting solutions within the institutional data warehouse, as well as providing analytical support for data-related projects. The role is an essential partner and advisor to the IA Manager, CLIIE, and senior leadership. Through a comprehensive understanding of the institution’s data ecosystem, the position facilitates data governance and supports the ethical, secure, and strategic use of data college wide.

Responsibilities include but are not limited to:

Data Extraction, Modeling, and Reporting

  • Gathers, organizes, and manipulates data from data warehouse and legacy systems; seeks out and integrates other data sources into reporting tools and platforms as needed.
  • Develops data structures and analytical models to enable reporting; works with the IA Manager, data stewards, and Application Management Services (AMS) team to translate business requirements into data workflows and reporting solutions.
  • Configures data dashboards in enterprise analytics platforms (Ellucian Insights, Power BI).
  • Supports operational and government reporting processes; ensures that reporting tools are up-to-date, accurate and adhere to applicable standards.

Analysis, Institutional Effectiveness, and Program Assessment

  • Supports CLLIE efforts to measure institutional and program performance; contributes to the development of specialized datasets and assessment frameworks for program reviews, enrollment forecasting, and quality assurance.
  • Assists with the development and administration of surveys; leads analysis and interpretation of statistical data.
  • Assists the IA Manager and CLIIE staff with report writing, presentations, and data visualizations, as required.
  • Consults on new and ad hoc data requests (e.g. marketing, recruitment, alumni/donors relations etc.), as directed.

Data Governance Support

  • Supports processes that ensure the quality, integrity, access, security, and ethical use of institutional data.
  • Monitors institutional data assets and proactively identifies errors, gaps, omissions; takes measures to ensure data quality, validity, in accordance with best practices and MITT data governance frameworks.
  • Serves on MITT data governance committees and working teams, as required.
  • Remains current with emerging data and statistical practices.

Required Qualifications and Experience:

A combination of related education and experience may be considered.

  • Diploma or undergraduate degree related to mathematics, statistics, computer science, information science/management, business, economics, or other relevant subject/discipline.
  • 3-5 years of directly related experience. Equivalent combination of education and experience may be considered.
  • Excellent skills in data analysis; demonstrated experience with data/statistical management software (e.g. SPSS, SAS, R), survey tools (Qualtrics, Watermark, etc.,), data visualization platforms (Power BI, Tableau, etc.), and tabular data/spreadsheet applications (Excel, Google Sheets, etc.,).
  • Demonstrated knowledge of relational database management, structures, and functionality, including understanding of tables, keys, indexes, etc.; proficiency in Structured Query Language (SQL), including experience writing complex queries to extract, join, and manipulate data from relational databases.
  • Strong capabilities using information technology; able and willing to explore and learn new technologies.
  • Demonstrated ability to apply statistical/quantitative reasoning and experience with descriptive methodologies.
  • Understanding of post-secondary organizational processes and knowledge of related data sources/initiatives (STATS Canada, Manitoba SLDS).

Preferred Qualifications and Experience:

  • Graduate degree, certificate, or specialized training in a relevant area.
  • Experience using SQL Server Reporting Services (SSRS), including the ability to create parameterized and scheduled reports from relational data sources.
  • Experience with data extract, transform, and load technologies and methodologies.
  • Experience using the following software platforms/environments: Ellucian products for post-secondary education (Colleague, Insights, etc), CAMS Enterprise student information system, Microsoft NAV, ADP HR systems.
  • Knowledge and/or skills related to inferential statistics and/or predictive analytics.
  • Knowledge and/or experience related to labour market research, economics, or post-secondary educational assessment.
