Halifax Regional Municipality is inviting applications for the permanent, fulltime position of Team Lead - Corporate Planning in Finance & Asset Management. The Team Lead – Corporate Planning provides advanced strategic and business planning analysis, strategic advice, and team leadership with the Corporate Planning division. Acting as a senior member of the Corporate Planning team, the position is responsible for supporting the delivery of professional strategic and business planning services to HRM business units. In addition to core Planning & Performance Coordinator responsibilities, the Team lead oversees the coordination of the Corporate Planning team’s work, ensures consistency in service delivery, and fosters professional growth and collaboration among team members.
The Team Lead also acts as a liaison between the Corporate Planning Team and the Director of Corporate Planning & Performance, ensuring alignment with organizational goals and priorities. This role ensures that corporate planning processes are designed, organized, and delivered to meet municipal corporate planning and reporting requirements. The Team Lead builds and maintains productive relationships with business unit partners and incorporates the utilization of best practices while supporting the achievement of business unit outcomes and the overall Corporate Planning Business Plan. The position also provides mentorship to the Corporate Planning team, fostering skill development and professional growth.
DUTIES AND RESPONSIBILITIES:
- Corporate Planning Management
- Provides direction to the Corporate Planning team on strategic and business planning processes and leads the team through the administration of the annual and multi-year planning cycles.
- Manages the development and delivery of the multi-year strategic plan, including collaboration with Corporate Performance on an integrated planning and performance framework, collaboration efforts with Council, business units, and external partners, and plan content development, design, and presentation to Regional Council. May lead or facilitate engagement sessions with all partners throughout the process.
- Leads the development, implementation and maintenance of corporate planning processes, tools and templates, assessing risks, mitigating challenges, and implementing solutions to streamline planning processes, enhance organizational performance, and address change management issues.
- Acts as a senior advisor, providing strategic advice to municipal departments and executive leadership to align planning initiatives with corporate and Council priorities.
- Manages the production of strategic and business plan reports, providing evidence-based insights and recommendations.
- Oversees the quality of corporate planning materials, reports, templates, and communications, ensuring alignment with organizational goals and policies.
- Supports the Director in developing the annual Corporate Planning business plan and associated workplan to ensure measurable impacts on service delivery and organizational priorities.
- Manages competing priorities in a complex environment, applying analytical frameworks and creative problem-solving to resolve conflicts and delivering strategic objectives under tight deadlines.
- Develops and delivers training sessions or resources on corporate planning related tools and processes.
- Prepares and presents reports to senior management and Council on corporate planning matters.
- Builds strong relationships with internal and external partners to facilitate collaboration and effective communication.
- Acts as a representative of Corporate Planning & Performance on interdepartmental or cross-functional committees as needed.
- Team Leadership and Coordination
- Responsible for the day-to-day supervision of the Corporate Planning team.
- Coordinates the allocation of workloads and projects across their team to ensure efficient and effective service delivery.
- Acts as the first point of contact for escalated issues within the Corporate Planning team, providing resolution or directing them to the Director as needed.
- Provides mentorship to the Corporate Planning team, supporting skill development and knowledge sharing.
- Facilitates regular team meetings to discuss priorities, challenges, and best/better practices.
- Motivates, empowers, and coaches staff to enhance the delivery and quality of services, emphasizing a productive work environment and results-oriented focus.
- Contributes to performance management processes by providing input on team member performance and identifying development opportunities.
- Contributes to hiring processes and evaluation of prospective employees.
- Operational Responsibilities
- The Team Lead maintains a portfolio of business unit clients that they are responsible for leading through all aspects of the corporate planning processes. This portfolio typically includes more complex business units requiring significant organizational awareness or with external reporting relationships.
- Leads cross-functional collaboration with municipal departments, external partners, and consultants (where applicable) to deliver integrated solutions and achieve shared objectives aligned to corporate planning efforts.
- Leads or supports assigned projects related to corporate planning, including strategic plan development, resident surveys, and the implementation of business planning tools and technology, in collaboration with relevant partners.
- Serves as the principal advisor on corporate planning initiatives, making autonomous decisions on project delivery and ensuring alignment with the municipality’s long-term strategic goals.
- May perform other related duties as assigned.
QUALIFICATIONS: Education & Experience:
- University degree in Public Administration, Business Administration, management, or a related field.
- Minimum five years related work experience at a senior level in the areas of strategic planning, business planning, performance measurement, or business analysis and service improvement.
- Proven experience managing complex projects, including planning and coordinating multiple efforts involving complex stakeholders, and assigning project resources based on priority, skill sets and capacity to deliver on business objectives.
- Proven experience presenting to executive teams and making decisions in fast-paced environments.
- Demonstrated experience in leadership or team coordination roles.
Technical/Job Specific Knowledge and Abilities:
- Thorough knowledge of business planning tools and methods for an outcome-driven planning and budgeting process; knowledge of public finance and public administration.
- Ability to plan and coordinate multiple efforts with complex stakeholders and to deliver on schedule.
- Excellent interpersonal, relationship building, networking, facilitation and collaboration skills. Ability to facilitate large groups, build consensus and deliver outputs from corporate planning processes.
- Ability to communication effectively (written, oral and delivering presentations) with a wide range of stakeholders including colleagues, management/leadership team, Council, consultants, and the public.
- Ability to plan and coordinate multiple efforts involving complex stakeholders and meet schedule deadlines.
- Strong working knowledge of performance measurement and management, coupled with the ability to analyse performance results, and to contribute to recommendations for improvements.
- Sound knowledge and skills in quantitative and qualitative measurement; and ability to conduct statistical analysis.
- Promotion and commitment to teamwork principles, including participation, shared responsibility, open communication, trust, and mutual support.
- Demonstrated professionalism and results-oriented leadership with initiative, integrity, and enthusiasm.
- Excellent computer skills with proficiencies in Microsoft Office, including development of professional quality templates, presentations, and reports.

SALARY:$89,570 to $115,920. Salary will be determined based on relevant experience and qualifications related to the specified pay band and job. Placement above the midpoint of the pay band is typically reserved for candidates who significantly exceed the minimum qualifications, such as those with exceptional experience, specialized skills, or demonstrated achievements relevant to the role. This ensures fair and consistent compensation practices across the organization.
