What You Need to Note:

This position is subject to heightened conflict of interest considerations due to its regulatory oversight of the nuclear industry. Candidates under consideration for appointment will be required to disclose any real, apparent, or potential conflicts of interest in accordance with applicable policies. Within the flexible work model, CNSC employees are currently expected to work in-person for at least 25% of their normal schedule depending on the operational requirements and duties of the position.

Dependent on operational requirements and the duties of the position, CNSC employees can work some mix between in-office and from a telework location. Physical onsite presence in Ottawa, Ontario may be required dependent on the duties of the position 1 to 2 days per week.

Telework agreements within Canada would be considered on a case-by-case basis depending on the operational requirements and duties of the position.

What you’ll do

Reporting to the Director General of the Directorate of Power Reactor Regulation, Regulatory Program Directors in DPRR are responsible and accountable for supporting the CNSC’s mission by providing regulatory leadership in their respective regulatory programs. They are responsible for planning and implementation of compliance oversight, licensing and special project activities in accordance with the governmental and CNSC policies, and principles.

As the Regulatory Program Director, you are the single point of contact for the Nuclear Power Plant and are responsible for the Health, Safety, Security and Environmental Protection business line within your generating station.

As a Regulatory Program Director in DPRR, you would be responsible for:

  • Leading the planning, delivery and performance review and reporting of CNSC regulatory programs for the assigned facility, ensuring the integration of regulatory plans, priorities, and technical and business practices of program contributors.

  • Acting as the Single Point of Contact with the licensee(s) and stakeholders in the community with respect to the delivery of all CNSC regulatory programs at the designated facility during all phases of licensed activities.

  • Providing inspiring leadership within the specific program context to ensure effective and efficient delivery of the Directorate mandate and thus contribute to the CNSC Departmental goals.

  • Overseeing the development of Division and Directorate processes, guides, instructions and plans.

  • Promoting the multi-key approach to development of risk-informed regulatory positions.

  • Presenting and defending recommendations to the Commission, CNSC executives, and other stakeholders.

  • Representing the CNSC on various national and international committees related to your area of responsibility.

  • Promoting engagement with the Indigenous Nations and Communities, public and NGOs.

You leverage technology and different ways of working to continue contributing to the objectives of the CNSC. You are a strong communicator who can effectively convey your expertise to a wide variety of audiences remotely. Essential Qualifications:

Education:

Graduation with a degree from a recognized post-secondary institution relevant to the position (e.g. engineering, science, etc.) or an acceptable combination of training, education and experience.

Experience:

  • Experience in the application of a regulatory framework, in licensing, compliance and enforcement, in particular for nuclear reactors.

  • Experience providing advice and guidance regarding activities related to licensing or oversight of nuclear power reactors.

  • Experience providing strategic and risk-informed advice and guidance related to regulation or technical matters.

  • Experience establishing and maintaining internal and external partnerships to further collaboration.

  • Experience in the planning, execution, and evaluation of regulatory oversight programs.

  • Experience in business management, including strategic planning, leading human resources and financial management.

Knowledge:

  • Canadian federal regulatory frameworks.

  • Nuclear power reactor design, operation and/or safety analysis.

  • Current trends, best practices and challenges facing the nuclear industry in Canada.

Language Requirements:

Bilingual imperative with proficiency at CBC level. If you are unsure of your proficiency level, we encourage you to self-assess here.

Asset Qualifications:

  • Experience working at nuclear power plants, nuclear research or design organizations.

  • Experience championing initiatives across organizational boundaries to bolster operational efficiency, strengthen regulatory capability and advance innovative solutions.

  • Experience making balanced decisions in highly complex environments.

Operational Needs:

  • All CNSC staff are subject to the Mobility Directive.

  • This position requires occasional travel.

  • Overtime may be required.

  • This position has been designated by the Commission as a Designated Officer (DO) position.
