This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.

We are searching for a collaborative and strategic team player who enjoys working in a dynamic and energetic environment. In this role, you will manage a team of internal and external partners and manage multi-million dollar construction projects for retrofit and renewal in residential buildings and the overall planning for a ten billion dollar public portfolio.

Reporting to the Director, Capital Planning, Design & Engineering, the Facilities Manager is accountable for the performance of his/her internal and external team to plan and implement long and medium term capital plans while ensuring goals are met and superior communication is maintained with tenants, staff and other stakeholders.

What you’ll do

  • Responsible for the development, planning, management, oversight and administration of medium and long term capital plans/programs.
  • Responsible for obtaining input from internal and external stakeholders along with other sources of information to develop a prioritized catalogue of capital needs to keep housing stock in a good state of repair, reduce TCHC’s growing backlog of needs, optimize energy performance, and update building accessibility in order to ultimately improve the quality of life of our tenants.
  • Provides analytical support and reporting as it pertains to Capital Planning. This includes planning and tracking the delivery of multi-million dollar construction projects occurring concurrently in occupied residential buildings across the portfolio to ensure the annual plan remains on time and on budget.
  • Develops regular and ad hoc reporting and analysis for stakeholders including executive staff and Board of Directors.
  • Coordinate with TCHC’s energy management and design and engineering divisions to ensure funding targets such as building condition, accessibility and energy performance are met.
  • Understand the instruments of construction administration including CCDC forms of contract such as Stipulated Sum and Construction Management arrangements.
  • Manage relationships with internal and external partners to ensure regular, effective communications with staff and tenants.
  • Manage external vendors as applicable ensuring schedules, budgets and project commitments are consistently met.
  • Responsible for overall vendor performance management program.
  • Plan and manages the global, multi-year budgets for asset extension/preservation using various analysis and forecasting tools.
  • Ensure the regular program budget reviews and forecasts for capital repair expenditures are completed in a timely fashion and reported upon accurately.
  • Forecast and manage the resource requirements in developing a flexible model including in house and market resources to manage the cyclical needs of TCHC.
  • Plan, implement and manage business and work plans for the designated programs to support TCHC corporate and capital plans, direction and vision.
  • Plan and direct the development of streamlined business processes to manage budgets, schedules and mitigate risk.
  • Lead regular program review meetings with stakeholders, including reporting and commenting on variances, trends and strategies.
  • Provide leadership to the division and determines goals, objectives, staff resources and key performance indicators.
  • Develop program control standards, procedures, and guidelines
  • Recommend benchmarks for measuring the operating performance at the facility level.
  • Participate in planning the objectives, methods and resources of short and long range operations, monitors and reports on overall performance.
  • Facilitate the development and recommend corporate standards through market research and industry standards in conjunction with various stakeholders.
  • Oversee and ensures the efficient operations of their division.
  • Develop and implements the Key Performance Indicators as required to effectively monitor and improve operational delivery.
  • Develop a mentorship program in the designated discipline incorporating TCHC’s succession plan. Identifies the individual(s) for training and development in future leadership roles
  • Provide education, training and mentoring to TCH managers and staff to ensure stakeholders are in program management, technical development, and legislative requirements
  • Other duties as assigned

What you’ll need

  • University degree or college diploma in a relevant discipline or equivalent work experience in overall facility planning, design, construction, maintenance management and contractor performance management.
  • Minimum 10 years demonstrated experience and knowledge in successfully delivering capital planning, asset management and administrating capital construction projects and/or facilities management services in occupied residential buildings.
  • Knowledge and understanding of industry capital management and tools used to determine and report current status of housing stock and of FCI (Facilities Condition Index) calculations to ascertain TCHC’s Portfolio current state of repair.
  • Proven ability to analyse complex data and develop practical and creative solutions.
  • Superb ability to create and lead a team.
  • Knowledge of federal, provincial and local regulations and legislation (i.e. Building Codes, Occupational Health and Safety Act, Construction Lien Act, etc.) and TCHC policies and procedures.
  • Knowledge and proven experience with budgeting in order to establish economically viable programs and to evaluate financial and condition impact of new measures.
  • Excellent analytical skills.
  • Proficient communication, interpersonal, and organizational skills.
  • Demonstrated strong presentation skills in a forum with a diversity of stakeholders.
  • Working knowledge with software packages such as Microsoft Word, Excel Microsoft Project, etc.
  • Experience working in a unionized environment is preferred.
  • Knowledge of community housing, real estate or REIT industry is preferred.
  • Excellent customer service skills with the proven ability to communicate respectfully with clients, customers, vendors and staff and interact effectively with staff and managers within TCHC
